CC Resolution No. 2091 RESOLUTION NO. 2091 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS,AUTHORIZING THE CITY MANAGER TO MAKE APPLICATION TO THE TEXAS DEPARTMENT OF RURAL AFFAIRS FOR THE TXCDBG DISASTER RECOVERY PROGRAM, ROUND II, FOR NON-HOUSING ACTIVITIES IN THE AMOUNT OF FIVE MILLION ONE HUNDRED NINETY- SEVEN THOUSAND EIGHT HUNDRED FORTY-NINE AND NO/100 DOLLARS ($5,197,849.00); DESIGNATING AN AUTHORIZED REPRESENTATIVE; AUTHORIZING THE REPRESENTATIVE TO ACCEPT OR AFFIRM ANY GRANT AWARD THAT MAY RESULT THEREFROM;AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. ********************************************************************************* WHEREAS, the City Council of the City of Baytown desires to develop a viable urban community, including decent housing and a suitable living environment and expanding economic opportunities, principally for low/moderate income persons and areas; and WHEREAS,sewer improvements in the low/moderate income areas is a local priority and if not completed would pose a threat to the public health; and WHEREAS, it is necessary for the City of Baytown to apply for funding under the Community Development Block Grant 2008 Supplemental Disaster Recovery Fund Program because such a project can not be effectively carried out without the disaster recovery funding; and WHEREAS, a public hearing was held on September 9, 2010, to solicit input from the community regarding public infrastructure needs,especially to benefit low/moderate income persons and areas; and WHEREAS, public service agencies that represent and provide services to primarily low/moderate income persons and areas where notified on September 3, 2010, and invited to participate in the public hearing; and WHEREAS, improvements to the wastewater treatment plant serving a majority of low/moderate income residents will broaden the City's efforts in affirmatively furthering fair housing initiatives and services to areas occupied by low/moderate income persons and minority concentrations;NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS: Section 1: That the City Manager of the City of Baytown is hereby authorized to make application to the Texas Department of Rural Affairs for the TxCDBG Disaster Recovery Program, Round 11,for non-housing activities in the amount of FIVE MILLION ONE HUNDRED NINETY- SEVEN THOUSAND EIGHT HUNDRED FORTY-NINE AND NO/100 DOLLARS ($5,197,849.00). 1 Section 2: That the City Manager is hereby designated as the authorized representative for all purposes under the grant. Section 3: That the City Manager of the City of Baytown is hereby authorized to accept or affirm any grant award that may result from the above application. Section 4: This resolution shall take effect immediately from and after its passage by the City Council of the City of Baytown.
