BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS:
Section 1: That the City Council of the City of Baytown,Texas, does hereby authorize
Change Order No. 1 to the West District Wastewater Treatment Plant Second Feed Project with T
Construction, L.L.C., in an amount not to exceed SEVEN HUNDRED TWO THOUSAND FIVE
HUNDRED FIFTY-SIX AND NO/100 DOLLARS ($702,556.00). A copy of said change order
is attached hereto, marked Exhibit "A" and made a part hereof for all intents and purposes.
Section 2: This ordinance shall take effect immediately from and after its passage by
the City Council of the City of Baytown.
INTRODUCED, READ and PASSED by the affirmative vote of the City Council of the
City of Baytown this the 27"' day of January, 2022.

Explanation:
This change order encompasses the following:
Contractor is directed to install 24" DIPS DR 13.5 HDPE pipe instead of 26" IPS DR 17 HOPE pipe, which was
specified in the bid documents. Separation between forcemains shall be no less than 12 inches. Fittings shall be
HDPE and joints shall be butt fused. Thrust blocks are not required for bends less than 90 degrees. Previously
purchased/manufactured DR 17 pipe shall be restocked/disposed of by Contractor. A letter from Culp Engineering,
dated 1/17/22, and a proposal from T Construction,dated 1/17/22, are attached for reference.

Dear Mr. Simoneaux:
One of the requirements in implementing projects for wastewater in the City of Baytown
is the submission of the plans to the TCEQ. TCEQ generally issues a notice of receipt,
but TCEQ has no obligation to respond.
Culp Engineering submitted the plans to TCEQ as required in June 2021. Since we did
not receive a receipt, we contacted them monthly until someone responded. Eventually
Baltazar Lucero-Ramirez responded, and requested additional documents that we sent
them.
They emailed us a response on December 14, 2021, the day after our preconstruction
conference, in which they asked us to confirm that the working design exceeded 150 psi
working pressure. The system which we designed had only a working pressure of 125
psi. So, we coordinated with the City, contractor and construction project manager. We
determined that the required DR of the sanitary sewer force main needed to be DR 13.5
or less, rather than the DR-17 designed. At our sizes DRA 3.5 pipe is one-inch thicker
than DRA 7 pipe, and DRA 1 is 2-inches thicker at our diameters so we asked Kimley
Horn to reevaluate whether 30-inch IPS DRA 3.5, 30-inch IPS DRA 1 would perform
within reasonable expectations of the previously recommended size. After we learned
that the change order would exceed 25% of the construction cost, we requested 24-inch
DIPS DRA 3.5 material as well.
We also looked at other ways of reducing the overall costs by tightening specifications
that had room for revision. One of the items we reviewed was the separation distance
between the two force mains. After discussion, and review of the rational for the
separation distance, we were able to reduce the bottom trench width from 14.7 feet to 8
feet for most of the HDPE run. This reduces the amount of cement stabilized sand by
about half, and excavation, fill and soil disposal by about 1/3.
On December 29, we received confirmation that both 30-inch DRA 3.5 and 30-inch DR-
11 HDPE pipe would not change the pumping requirements at the two lift stations. On

January 13, we received confirmation that 24-inch DIPS DR 13.5 would also not require
changes in the pumps at the lift station.
During the discussion of the prices, Culp was asked to determine if any form of thrust
block or concrete collars is required at corners and bends. Culp has determined that
thrust blocking is not required for fused HDPE bends, and that mechanical joints are
also not required.
On January 5, 2022 we received prices from the contractor for the required changes to
comply with TCEQ. On January 17, 2022 we received the prices for the 24-inch DIPS
DR 13.5 with the specification change for trench width reduced.
Therefore, Culp Engineering recommends that the system be revised to include the
following changes:
1. Increase the pipe size and strength to 24" HDPE DIPS with DR 13.5.
2. Not require mechanical joints for any sections of HDPE fused pipe joints and
bends.
3. Not require concrete collars for any portion of the HDPE portion of the system
with stationing less than 43+00.
4. Allow the trench to be reduced to 8-feet in all places where existing infrastructure
requires a wider trench. The trench will still need to be wider in the stretch
between station 22+50 and 25+00 due to the existing detention pond outfall
manhole which is 8-foot in diameter. I have included the marked up detail for the
trench in this submission.
The change in cost for implementing this system is shown on change order number 1.
