Ordinance No. 15,006 ORDINANCE NO. 15,006 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE PAYMENT OF ONE HUNDRED SEVENTY-SIX THOUSAND SIX HUNDRED THIRTY-NINE AND 50/100 DOLLARS($176,639.50)TO SELEX ES,INC.,FOR THE PURCHASE OF LICENSE PLATE READER CAMERAS, SOFTWARE AND INSTALLATION FOR THE HOUSTON HIGH INTENSITY DRUG TASK FORCE THROUGH CONTRACT NUMBER GS-0717-0004Y OF THE UNITED STATES GENERAL SERVICES ADMINISTRATION MULTIPLE AWARD SCHEDULE COOPERATIVE PURCHASING PROGRAM; MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. ****************************************************************************************** WHEREAS, the Local Preparedness Acquisition Act (P.L. 110-248) amended the Federal Property and Administrative Services Act to authorize the use of Federal Supply Schedule Contracts under the Multiple Award Schedule by state and local entities under the General Contractor Services, Inc. ("GSA") Cooperative Purchasing Program; and WHEREAS, based upon the Act, the City of Baytown qualifies as a local government entity and is qualified to participate in the GSA Cooperative Purchasing Program as an alternate purchasing method satisfying the City's competitive bidding obligations; and WHEREAS, the purchase of Automatic License Plate Reader camera, software and installation services may be made by the City through the Cooperative Purchasing Program of the United States General Services Administration;NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN,TEXAS: Section 1: That the City Council of the City of Baytown hereby authorizes the payment of ONE HUNDRED SEVENTY-SIX THOUSAND SIX HUNDRED THIRTY-NINE AND 50/100 DOLLARS ($176,639.50)to Selex ES, Inc., for the purchase of license plate reader(LPR)cameras, software and installation for the Houston High Intensity Drug Task Force, through contract number GS-07F-0004Y of the United States General Service Administration Multiple Award Schedule Cooperative Purchasing Program. Section 2: That the City Manager is hereby granted general authority to approve any change order involving a decrease or an increase in costs of FIFTY THOUSAND AND NO./100 DOLLARS ($50,000.00) or less, provided that the original contract price may not be increased by more than twenty-five percent (25%) or decreased by more than twenty-five percent(25°o)without the consent of the contractor to such decrease. Section 3: This ordinance shall take effect immediately from and after its passage by the City Council of the City of Baytown.
