July 27, 2021
The Baytown Police Advisory Committee of the City of Baytown, Texas, met in a Regular Meeting
on Tuesday, July 27, 2021, at 6:00 P.M. in the Council Chamber at Baytown City Hall, located at
2401 Market Street, Baytown, Texas with the following in attendance:

Chairperson Raphael Montgomery convened the July 27, 2021, Baytown Police Advisory Committee
Meeting with a quorum present at 6:00 P.M., all members were present with the exception of
Committee Members Lt. Rene Hinojosa and Cpl. Steve Ocanas who were absent.
1. MINUTES
a. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held
on May 25, 2021.
A motion was made by Vice -Chairperson Eric Bolenbaucher and seconded by Committee Member
Dr. June Stansky to approve the minutes of the Baytown Police Advisory Committee Meeting held
on May 25, 2021, as submitted. The vote was as follows:
Ayes: Chairperson Raphael D. Montgomery, Vice -Chairperson Eric
Bolenbaucher, Committee Member Yulanda Braxton, Committee
Member Dr. June Stansky, Committee Member Richard Hunsinger, and
Committee Member Dr. Marissa Moreno

2. PUBLIC HEARING
a. Conduct a public hearing concerning police outreach, community policing, officer
training, as well as policies and procedures.
At 6:04 P.M., Chairperson Montgomery opened the public hearing concerning police outreach,
community policing, officer training, as well as policies and procedures.
Mr. David Isaac thanked the Committee for being a part of the experience as a whole and a leader in
the community. They have learned some new things and what the new precedence is during these times
that we are living in and how COVID has played a role in policing and redefining the role of the Police.
He noted the importance of open dialogue between the Police department and the citizens, and
redefining public service in the schools and the community. Mr. Isaac further noted the importance of
addressing some of the organizational structural issues within the Police departments such as the hiring
practices, and the importance in community relations or involvement, as well as understanding each
other's cultures.
Ms. Victoria Marron thanked the Committee as well for their time and effort, as she could sympathize
how hard the work can be since she was one of the members of the Mayor's first appointed group, the
Community Engagement Advisory Committee. The fact that she was a Juvenile Probation Officer, she
understands the difficultness of law enforcement. Her only concern is in regards to the mental health
sticker that the first committee created, and the fact that it is taking so long for it to come into fruition,
to be a tangible item. She also noted that just as officers are expected to be physically fit, they also need
the support to be mentally fit which also requires training and peer support for mental fitness. Ms.
Marron reiterated that she understands the Committee is doing all they can, but they also need the
support from those above that are making the decisions to actually make things come to fruition and
for them to succeed.
Ms. Sandy Wilkerson commented on the fact that the Police department does have an avenue where
people can educate themselves about what actually occurs in the department prior to making
suggestions, complaints, or submitting issues they would like for them to address, and that avenue is
the Baytown Citizens Police Academy, which is an underrated asset. She noted the importance of
educating the public of what the officers do and face every day in order for the community to have a
better understanding about their circumstances and how they are dealing with the issues in the
community.
At 6:11 P.M., Chairperson Montgomery closed the public hearing concerning police outreach,
community policing, officer training, as well as policies and procedures.
3. BUSINESS ITEMS
a. Consider setting the time, date, and place for a special meeting to discuss and formulate
recommendations to the City Council concerning the input received at the public hearing.
Chairperson Montgomery presented the item and noted that staff had provided three possible dates for
them to schedule a special meeting in order discuss and formulate recommendations to the City Council
concerning input received from today's public hearing, and they were as follows:

A motion was made by Vice -Chairperson Eric Bolenbaucher and seconded by Committee Member
Dr. June Stansky to set the date of Tuesday, August 10"', for the Baytown Police Advisory Committee
Special Meeting and present the Committee's quarterly report at the August 26'h Council Meeting.
The vote was as follows:

With there being no further business to discuss, a motion was made by Vice -Chairperson Eric
Bolenbaucher, and seconded by Committee Member Dr. Marissa Moreno, to adjourn the July 27,
2021, Baytown Police Advisory Committee Regular Meeting at 6:16 P.M.
