2021 06 22 BPAC MinutesMINUTES OF THE REGULAR MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN June 22, 2021 The Baytown Police Advisory Committee of the City of Baytown, Texas, met in a Regular Meeting on Tuesday, June 22, 2021, at 6:00 P.M. at the 911 Center, Conference Room, located at 7800 N. Main Street, Baytown, Texas with the following in attendance: Eric Bolenbaucher Vice -Chairperson Richard Hunsinger Committee Member Dr. June Stansky Committee Member Yulanda Braxton Committee Member Lt. Rene Hinojosa Committee Member Cpl. Steve Ocanas Committee Member Kevin Troller Assistant City Manager Angela Jackson Acting City Clerk Mike Holden Interim Police Chief Vice -Chairperson Eric Bolenbaucher convened the June 22, 2021, Baytown Police Advisory Committee Meeting with a quorum present at 6:03 P.M., all members were present with the exception of Chairperson Raphael D. Montgomery and Committee Member Dr. Marissa Moreno who were absent. 1. MINUTES a. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held on May 11, 2021. A motion was made by Committee Member Dr. June Stansky and seconded by Committee Member Richard Hunsinger to approve the minutes of the Baytown Police Advisory Committee Meeting held on May 11, 2021, as submitted. The vote was as follows: Ayes: Vice -Chairperson Eric Bolenbaucher, Committee Member Yulanda Braxton, Committee Member Dr. June Stansky, Committee Member Richard Hunsinger, Committee Member Lt. Rene Hinojosa and Committee Member Cpl. Steve Ocanas Nays: None Other: Chairperson Raphael D. Montgomery and Committee Member Dr. Marissa Moreno (Absent) Approved Baytown Police Advisory Committee Regular Meeting Minutes June 22, 2021 Page 2 of 4 2. BUSINESS ITEMS a. Discuss of the Use of Force Simulation Training Exercise and discuss possible future training opportunities for the Committee. In regards to the Use of Force Simulation Training Exercise, Vice -Chairperson Bolenbaucher noted that he was surprised that his reflexes were not what he thought they would be and so, definitely, the simulation exercise gives them a good opportunity to see what the police officers have to go through on a daily basis. Interim Police Chief Holden extended an invitation to all of the Committee Members to attend and observe the actual Officers during their Use of Force Simulation Training, which will take place during the month of July at the Robert Merchant Police Academy. If interested, they could contact Chief Holden to schedule a date and time. Assistant City Manager Kevin Troller thanked all of the members of the Committee that attended and participated in the simulation training exercise. He noted that even though it was a simulator, it is very daunting for people to do, but lie tries to do it every year when they open it up to the public because he believes it gives them a unique perspective of what Officers have to deal with within a few seconds in the brain, and it does a pretty effective job of showing what they do. b. Receive and discuss an update on the initiatives concerning mental illness. Chief Holden presented the item and noted that they are still in discussion with Harris County as it relates to various partnership programs. They are awaiting approval of the grant that would allow them to purchase the iPads that will assist Officers in the field while dealing with citizens that suffer from mental illnesses. Once they get the approval, they will start implementing the CORE Program within the Police Department. As it related to their previous discussion in creating bumper stickers or decals that could be voluntarily displayed in homes or vehicles by families who have members with mental illnesses, Chief Holden noted that he wanted to obtain their opinion of what kind of decal they would like to see. He presented a sample of the decal Harris County utilizes for citizens with autism and indicated that autism had a national symbol in the form of puzzle pieces and that the national symbol for mental health and illness is a green ribbon. He noted that they would not want to deviate far from these symbols as they are nationally recognized and would be in unifonnity to the other enforcement agencies or entities. The City could incorporate the Baytown Police Department logo into the symbols for the decals and lapel pins that would be used within the City of Baytown jurisdiction, but was opened to any suggestions from the Committee Members. Committee Member Dr. Stansky noted that the previous Mayor's committee, CEAC, had created a decal design for mental health that they could possibly revisit. Chief Holden proceeded to provide a status update on the trifold pamphlet that they had previously discussed, which would be placed within a doctor's office or clinician's office. The pamphlet would allow the doctor or clinician to refer patients to the Baytown Police Department so they can request the mental health decals that they can choose to place voluntarily at their homes or vehicles. He noted that he would like the Committee Members to participate in going to some of the doctor or clinician offices within the city limits of Baytown, possible partnering up with himself or an Officer, to deliver Baytown Police Advisory Committee Regular Meeting Minutes June 22, 2021 Page 3 of 4 the pamphlets and educate them on the purpose of the pamphlet, which would involve a lot of time and effort. Committee Member Dr. Stansky offered to possibly set up the appointments with the doctors and clinicians, if needed. The Committee Members then had a brief discussion on what they felt needed to be included on the pamphlet to help out the Baytown Police department in making the program efficient, and possibly posting it on social media to get the word out. Lastly, Vice - Chairperson Bolenbaucher thanked Chief Holden for the progress update on the committee's initiatives concerning mental health. C. Receive a tour and overview of the operations of Baytown's Public Safety and Emergency Communications. Communications Manager Steven Jones introduced himself as well as Mr. Kevin Vick, the Communications Training Coordinator who presented the item. He noted that they would be providing the Committee with a brief overview of the operations of Baytown's Communications Department. Mr. Jones noted that it was through a bond election that funds were provided to allow them to build the current 911 Center Facility, with the capability to expand in the future, if needed, and that it also housed the Infonnation Technology Services (ITS) Department. Mr. Vick provided an overview of the Communications Department through a PowerPoint presentation. He noted that the department currently consists of twenty (20) Telecommunicators, four (4) Supervisors, and two (2) Managers that work four twelve-hour shifts. Mr. Vicks proceeded to provide the necessary qualifications and training, as well the various certification levels that can be obtained from the State by a Telecommunicator. He also provided year-to-date statistics of the department as it related to emergency services. Mr. Jones then provided an overview of the staffing and budget process for the Communications Department. He noted that the current schedule of four twelve-hour shifts allows the Telecommunicators to have every other weekend off, which boosts morale and a better quality of life. As it related to the current budget process, he further noted that he had requested six (6) additional Telecommunicators in order for the department to be more efficient and presented some of the challenges they currently faced with the limited staff. Vice -Chairperson Bolenbaucher then requested that Assistant City Manager Troller provide his manager's report before proceeding with the facility tour of the Communications Department. 3. MANAGER'S REPORT a. The next Baytown Police Advisory Committee Meeting is scheduled for Tuesday, July 27, 2021, at 6:00 P.M., in the Council Chamber at Baytown City Hall, 2401 Market Street, Baytown, Texas 77520. Assistant City Manager Kevin Troller reminded the Committee Members that the next Baytown Police Advisory Committee Regular Meeting would be held on Tuesday, July 27, 2021 at 6:00 P.M., in the Council Chamber at the Baytown City Hall.
