2021 05 25 BPAC MinutesMINUTES OF THE REGULAR MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN May 25, 2021 The Baytown Police Advisory Committee of the City of Baytown, Texas, met in a Regular Meeting on Tuesday, May 25, 2021, at 6:00 P.M. at the Robert Merchant Police Academy, 203 E. Wye Drive, Baytown, Texas with the following in attendance: Raphael D. Montgomery Eric Bolenbaucher Dr. Marissa Moreno Dr. June Stansky Yulanda Braxton Kevin Troller Angela Jackson Mike Holden Chairperson Vice -Chairperson Committee Member Committee Member Committee Member (Teleconference) Assistant City Manager Acting City Clerk Interim Police Chief Chairperson Raphael D. Montgomery convened the May 25, 2021, Baytown Police Advisory Committee Meeting with a quorum present at 6:03 P.M., all members were present with the exception of Lt. Rene Hinojosa and Cpl. Steve Ocanas who were absent, and Committee Member Richard Hunsinger who was not able to connect via Zoom due to technical difficulties. 1. USE OF FORCE SIMULATION TRAINING a. The members of the Baytown Police Advisory Committee will participate in a Use of Force Simulation Training Exercise. Interim Police Chief Holden introduced Corporal Shawn Latta and Officer Robert Scott, who are Fire Arms Instructors, and noted that they would be providing the committee members with an overview of the Use of Force Simulation Training. Corporal Latta noted that every year for three and a half weeks during the month of July they setup the rooms at the Police Academy with props and have officers serve as role players to help create real -life scenarios. This training prepares officers with reality -based training in use of force or response to resistance training so they are better prepared for real world situations. The simulator allows for real world scenarios where officers use de-escalation and other tactics to equip them to snake better critical decisions during tense, uncertain and rapidly evolving situations. The simulator aids in teaching officers to effectively and safely perform their duties. Corporal Latta proceeded to go over the three (3) S's that an officer attempts to control at a scene or environment: 1) Self, 2) Surroundings, and 3) Subject (De-escalation). Based on the situation, the officer evaluates which tools on their belt they will utilize, whether it is the baton, pepper spray, taser, or gun. One of the things they have learned is that you cannot judge a book by its cover, and noted that there are three (3) different types of people that they interact with, which include: 1) Totally cooperative, 2) Totally uncooperative, and 3) Potentially uncooperative in which a situation can go well or bad very quickly. Baytown Police Advisory Committee Regular Meeting Minutes May 25, 2021 Page 2 of 3 Corporal Latta and Officer Scott demonstrated different simulated scenarios, which included a domestic dispute at an apartment complex as well as an attempted burglary at a commercial building with different outcomes. Several of the committee members and staff also participated in simulated scenarios, which included Chairperson Montgomery, Vice -Chairperson Bolenbaucher, Committee Member Dr. Stansky and Assistant City Manager Troller. 2. BUSINESS ITEMS a. Consider setting any tasks and processes for future meetings. The committee members noted that they wanted to proceed with tackling the four (4) items they had discussed at the May 11 `f' meeting, before adding additional items, which were as follows: a) Mental Illness - Primary Concern Decals Lapel Pins y Pamphlet b) Mental Health Training 'v 911 Center / Emergency Communications Dispatch Department c) Community Outreach/Relations y Police Presence in the Communities y More Active on Social Media v Focus on Teens and Young Adults d) Consider a Collaboration with Harris County Sherriffs Dept. v CORE Program (Clinician and Officer Remote Evaluation) Y iPads/Tablets 3. MANAGER'S REPORT a. The Baytown Police Advisory Committee will be presenting its Quarterly Report to City Council on Thursday, May 27, 2021, at 6:30 P.M., in the Council Chamber at Baytown City Hall, 2401 Market Street, Baytown, Texas 77520. b. The next Baytown Police Advisory Committee Meeting is scheduled for June 22, 2021, at 6:00 P.M., in the Council Chamber at Baytown City Hall, 2401 Market Street, Baytown, Texas 77520. Assistant City Manager Kevin Troller reminded the committee members that the Committee's quarterly report presentation to Council would be at the Council meeting to be held on Thursday, May 27, 2021 at 6:30 P.M., in the Council Chamber at the Baytown City Hall. He noted that Chairperson Montgomery would be presenting the quarterly report and that it was Item 6.a., on the Council agenda. Also, the next Baytown Police Advisory Committee regular meeting is scheduled for June 22, 2021, at 6:00 P.M. 4.
