MINUTES OF THE REGULAR WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN October 14, 2021 The City Council of the City of Baytown, Texas met in a Regular Work Session on Thursday, October 14, 2021, at 5:00 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Laura Alvarado Mayor Pro Tern Chris Presley Council Member Charles Johnson Council Member Heather Betancourth Council Member Jacob Powell Council Member Mike Lester Council Member Brandon Capetillo Mayor Kevin Troller Acting City Manager Karen Horner City Attorney Angela Jackson Acting City Clerk Mayor Capetillo convened the October 14, 2021, City Council Regular Work Session with a quorum present at 5:17 P.M., all members were present. 1. DISCUSSIONS a. Receive a presentation regarding the City's Capital Improvements Program (CIP). Assistant Director of Public Works and Engineering Andrea Brinkley presented the item and an provided an overview of their presentation, which included information that is available about the CIP to the public, their investment breakdown and what they are investing in with the Capital Improvement Program, and the accomplishments from last fiscal year. She also provided a summary of the CIP projects that are going to be active and the staff that will be managing them, and provide some key project updates. Ms. Brinkley referred to the Capital Improvement Program Update webpage that is currently available on the City of Baytown website, which provides highlights of some of their major projects, such as the Rollingbrook Drive Project, the Animal Shelter, the BAWA East Drainage Projects, and the Fire Training Facility. She noted that the site includes a story map of a lot of their Capital Improvement Program projects for which citizens can click on each tab to access additional information about what the project is, the reason for the project, the cost and the status, and it will be updated as projects are updated between design and construction. She also noted that they have a CIP Dashboard for the Internal Tracking of the projects, which the Project Managers update on a regular basis. They have about 94 active projects, which last City Council Work Session Minutes October 14, 2021 Page 2 of 5 year around this time they had about 50 projects, so rolling into the new fiscal year, they have added about 22 projects to the stack. They also have a pie chart of the City's investment, which spans over two years of CIP active projects. Ms. Brinkley provided an update and photos of some of their construction projects in progress for the current fiscal year, which included the Animal Shelter and Reconstruction of Rollingbrook Drive Project. She also discussed the FY21 CIP accomplishments, which is about $55 million in completed projects, which include the: • BAWA Chemical Feed Improvements, • South Main St. Drainage Phase 1 (CDBG-DR), • BAWA East Surface Water Treatment Plan. • Fire Training Facility Phase 3, and • Parks and Recreation Service Center. Ms. Brinkley noted that some of their Project Management Staff was sitting in the audience and proceeded to provide a presentation and overview of the CIP projects that are currently in design and construction that are managed by each of the Project Managers: Adrian Rasekhi, Hai Pham, Juan Macias, Roshan Chaudhary, Marvaughon Bolin, and Construction Manager Gregerz Joseph. Ms. Connie Curtis, a Project Manager, provided Council with a diagram and update in regards to the Garth Road Widening Project, which will be broken down into different phases, A through F. She walked them through a video, which indicated the upgrades or changes to Garth Road. She addressed the project schedule, easement acquisitions, infrastructure, relocation of utilities, and traffic control plans for the different stages or phases of the Garth Road project. Lastly, she noted that they have placed the project on the Baytown Engage website and one of the things that has been really, really successful with the public outreach in regards to the public art that will be in the middle of Garth Road, for which they have eight different options, and being that people drive through Garth Road pretty fast, they do not want anything that is too complicated.
