The Pledge of Allegiance, Texas Pledge, and Invocation was led by Council Member Johnson. 1. MINUTES a. Consider approving the minutes of the City Council Work Session and Regular Meeting held on May 27, 2021. A motion was made by Council Member Johnson and seconded by Council Member Alvarado to approve the meeting minutes of the City Council Work Session and Regular Meeting held on May 27, 2021, as submitted. RECOGNITIONS AND CITIZEN COMMUNICATIONS a. Recognize City of Baytown Employees for their Years of Service. Director of Human Resources Carol Flynt presented the agenda item and recognized the following employees for their years of service for the month of June. 5 Year Alysa Lovell, Municipal Court Clerk Erick Ingram, Public Works Utility Maintenance Specialist Lora Adams, Human Resources Administrative Specialist 10 Year Arleen Christian Doucet, Utility Billing Collections Supervisor Brandon Haas, Public Works Utility Maintenance Specialist 20 Year Lee Edmondson, Police Patrol Officer Austin Little, Public Works Crew Leader William Crowell, Police Sergeant 30 Year Calvin Rideau, Public Works Construction Inspector II 3. REPORTS a. Receive a presentation concerning the Strategic Planning Advisory Committee. City Manager Rick Davis stated that they were excited about launching their second community - based strategic planning initiative and introduced Ms. Kelly Williams, the Chairperson for the Strategic Planning Advisory Committee ("SPAC"). Ms. Williams noted that the committee consists of ten (10) volunteers, who come from all different backgrounds and areas of the city, but have a lot of the same goals and interests in the community. Several of the committee members that were present introduced themselves and they were: Dr. Tommie Smith, Anjali Singh, and Nicholas Rice. Ms. Williams proceed to provide an update on the progress of the committee based on their established timeline. She noted that they were currently on schedule, and their official community survey launch date would be July 4"', but believes it was currently up and running on the Baytown Engage website. On behalf of the SPAC committee, Ms. Williams thanked Council for giving them an opportunity to serve the city and its citizens and they look forward to producing a strategic plan that represents all of the citizens. She noted that the committee members were available to answer any questions and encourage everyone to complete and share the community engagement survey. b. Receive and discuss an update of the Comprehensive Plan 2040. City Council Regular Meeting Minutes June 24, 2021 Page 3 of 12 Principal Planning Manager Francesca Linder introduced the item by stating that the Planning and Development Services Department is wrapping up the first phase of the Comprehensive Plan 2040, which explores the existing city conditions and statistics. They currently have a pop-up exhibit at the library where the community can go learn more about the draft report and answer some questions, along with a survey available online, in which, anybody who completes a survey is entered into a raffle to win a family -of -four pack of tickets to Pirates Bay Water Park. She stated that they were pretty happy with the response received from the community so far with that. Ms. Linder then introduced Ms. Meredith Dang, the Practice Leader for Community Planning with Kendig Keast Collaborative ("KKC"). Ms. Dang noted that she was joined tonight by her colleague, Mr. Gary Mitchell, the President of KKC, and that she would be providing Council with an update on the Comprehensive Plan 2040 since their last report in January. She would then provide some highlights of the existing city draft report and get some reactions and feedback on their draft population projections, the proposed guiding principles, and potential priorities for the plan as they move forward into the next phase of the project. 4. VOLUNTARY ANNEXATION AND REZONING OF BAY CREEK DEVELOPMENT a. Consider an ordinance for the second and final reading of the proposed annexation of approximately 71.66 acres consisting of approximately 69.50 acres of land, legally described as Tract 37A-5, Abstract 21, G. Ellis Survey, Baytown, Harris County, Texas, along with approximately 2.16 acres being the entire width of N. Main Street right-of-way extending northwards approximately 1335.01 feet from the current city limits. Director of Planning and Development Services Martin Scribner summarized the subject regarding agenda items 4.a. through 4.c. and noted that all three items were directly related as they dealt with the creation of the Public Improvement District ("PID") for the property. Tonight, they are proposing to finish up the annexation, placing the property in the appropriate Council District, and rezoning the property. Mr. Scribner further stated that they held all of the required public hearings related to these items and at their next meeting in July, they will be holding a public hearing in regards to the PID itself and considering the development agreement details. A motion was made by Council Member Alvarado and seconded by Council Member Presley to approve Ordinance No. 14,717, related to Item 4.a. Main Street right-of-way extending northwards approximately 1335.01 feet from the current city limits into Council District No. 4. C. Consider an ordinance to amend the City of Baytown's official zoning map to rezone approximately 69.50 acres, located approximately 2,000 feet north of Wallisville Road and east of North Main Street, from an Open Space/Recreation (OR) Zoning District to a Mixed Residential at Low to Medium Densities (SF2) Zoning District. Director of Planning and Development Services Mai -tin Scribner summarized the subject regarding agenda item 4.c., and noted that this went to the Planning and Zoning Commission two months ago, which they received very little comment from the public at the public hearing, and they recommended approval of the item. Mayor Pro Tem. Betancourth then called the citizen that signed up to speak for this item and Mr. Andy Zepeda indicated that he had signed up in error. M. Consider an amended and restated resolution accepting a petition for the establishment of the Bay Creek Public Improvement District and setting a public hearing regarding the advisability of the proposed improvements. RESOLUTION NO. 2733 AN AMENDED AND RESTATED RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, ACCEPTING A PETITION FOR THE City Council Regular Meeting Minutes June 24, 2021 Page 10 of 12 ESTABLISHMENT OF THE BAY CREEK PUBLIC IMPROVEMENT DISTRICT; SETTING A PUBLIC HEARING REGARDING ADVISABILITY OF THE PROPOSED IMPROVEMENTS; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 6. APPOINTMENTS a. Consider one (1) City Manager's appointment to the Civil Service Commission. City Manager Davis presented the item and stated that he was proud to bring forward the name of Aubry Sartori to replace the term of Julie DeTorre on the Civil Service Commission. He noted that Ms. Sartori brings a rich background in civil service and emergency services and recommended approval. A motion was made by Council Member Johnson and seconded by Council Member Presley to appoint Ms. Aubry Sartori on the Civil Service Commission for the unexpired tenn vacated by Ms. Julie DeTorre in June 20211 which is set to expire on December 311) 2023. Conduct the election of the Baytown City Council Mayor Pro Tem. Mayor Pro Tem Betancourth noted that because the Council Members for District 5 and District 6 had not served on Council for one year as of today, they would be skipped in the rotation list, and would default to Council Member Alvarado from District 1. A motion was made by Council Member Powell and seconded by Council Member Presley to approve the appointment of Council Member Alvarado to serve as the Mayor Pro Tem beginning July 1 " through December 31 ", but there was further discussion before the vote. Council Member Lester inquired that if six months from now, when the new Mayor Pro Tem is elected, the Council Members from District 5 and District 6 would then be eligible to serve so would it rotate back in line or does it keep going forward in the rotation. City Attorney Horner noted that the Rules of Procedure indicate the rotation for the election of the Mayor Pro Tem is consecutive, unless voted otherwise by Council. MANAGER'S REPORT City Manager Rick Davis ceded some time to Director of Parks and Recreation Scott Johnson to present item 7.a. a. Present the 3rd and 4th of July Celebration schedule and entertainment lineup for 2021. Mr. Johnson noted that the 3rd and 0' of July Celebration would commence on Saturday, July 3rd, at 6:00 p.m., with live music entertainment by the Peterson Brothers followed by the classic rock band, "War." On Sunday, July 4"', the vendor booths would open at 4:00 p.m., followed by the annual parade at 5:30 p.m. The live music entertainment would commence at 4:00 p.m. with Jay Perez, followed by "Eclipse, Tribute to Journey" at 6:00 p.m., then country legends "Roots and Boots." Finally, the annual fireworks extravaganza would be at 9:30 p.m., accompanied by patriotic music. Mayor Pro Teen Betancourth then asked for the citizen who signed up to speak, Mr. David Isaac, to come forward. Mr. Isaac indicated that he was very excited to see the Fourth of July event in full swing, but wanted to take a moment to address what they experienced last weekend at the Juneteenth Festival. Mayor Pro Tern Betancourth asked Mr. Isaac to comment only on the current agenda item being discussed, which was the 3rd and 41h of July celebration schedule and entertainment lineup. Mr. Isaac noted that as it relates to the Fourth of July, he would like to comment on some of the momenta from the Juneteenth Festival, and the public's contribution to such, could continue to contribute to July the 4th. He thanked the City, specifically, the Council, for allowing that to take place, whereas, five thousand people showed up that adequately reflected the event's taste in music and culture. Mr. Isaac recommended that he would like for staff and Council to consider having a rapper, perhaps, for Fourth of July, to celebrate freedom, individuality, and liberty as there was a large population incorporated as part of the community. He expressed that he would be willing to help out, if needed. Mayor Pro Tern Betancourth thanked Mr. Isaac for his feedback. Council Member Presley and Council Member Lester both had additional comments as it relates to the preparations of the July 4"' Celebration and gave kudos to the staff for working hard to bring the best show to the citizens of Baytown and listen to the citizens' input and comments throughout the year. 8.
