2021 07 20 FCPEMSD MinutesMINUTES OF THE REGULAR MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT July 20, 2021 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Regular Meeting on Tuesday, July 20, 2021, at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith President John Adkins Vice -President Richard Carr Director Maurice Watts Director Barry L. Hawkins Director Rick Davis General Manager Kristin Holmes Assistant General Counsel Angela Jackson Acting Secretary President Brenda Bradley Smith convened the July 20, 2021, FCPEMSD Board Regular Meeting with a quorum present at 4:31 P.M., all members were present with the exception of Director Gerald Baldwin, who was absent. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on June 15, 2021. A motion was made by Director Barry L. Hawkins, and seconded by Director Maurice Watts to approve the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Special Meeting held on June 15, 2021. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Barry L Hawkins, Director Maurice Watts, Director Richard Carr Nays: None Other: Director Gerald Baldwin (Absent) Approved 2. FCPEMSD FISCAL YEAR 2021-22 PROPOSED BUDGET FCPEMSD Regular Meeting Minutes July 20, 2021 Page 2 of 4 a. Conduct a public hearing regarding the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2021-22 Proposed Budget. At 4:34 P.M., President Brenda Bradley Smith opened the public hearing regarding the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2021-22 Proposed Budget, and asked staff to present an overview of the subject matter. General Manager Rick Davis presented the item and stated that the District's Fiscal Year 2021-22 proposed budget addresses equipment and personnel needs and noted that the budget remained that same as presented at the District's June 15"' meeting and recommended approval of the item. With there being no questions or speakers on this item, President Bradley Smith closed the first public hearing regarding the Baytown Crime Control and Prevention District Fiscal Year 2021-22 Proposed Budget at 4:35 P.M. b. Consider a resolution adopting the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2021-22 Proposed Budget. A motion was made by Director Richard Carr, and seconded by Vice President John Adkins to approve Resolution No. 83, related to Item 2.b. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Barry L Hawkins, Director Maurice Watts, Director Richard Carr Nays: None Other: Director Gerald Baldwin (Absent) Approved RESOLUTION NO. 83 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR, BEGINNING OCTOBER 1,2021, AND ENDING SEPTEMBER 30, 2022, IN ACCORDANCE WITH CHAPTER 344 OF THE TEXAS LOCAL GOVERNMENT CODE AND THE ALTERNATIVE PROCEDURES ADOPTED BY THE DISTRICT: AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. REPORTS a. Receive the Baytown Fire Control Prevention and EMS District Financial and Investment Reports for the Quarter Ending June 30, 2021. FCPEMSD Regular Meeting Minutes July 20, 2021 Page 3 of 4 Finance Director Victor Brownlees summarized the Baytown Fire Control Prevention and EMS District's (FCPEMSD) quarterly financial and investment reports for the quarter ending June 30, 2021. He noted that sales tax had been significantly better than initially estimated and that by the end of the third quarter, a large majority of the District's budget had already been collected, which is why they included additional funds to the end of the year and carried that over the to the new budget that the Board just approved. In regards to expenditures, Mr. Brownlees noted that the payroll for the personnel that are included within the budget had remained relatively constant; however, they had purchased some big items, which included vehicles and other pieces of fire equipment, and they spread the cost over this year. He reiterated that their intent is to spend the money that the taxpayers entrust for the purposes for which it is collected; therefore, any time they have accrued balances, staff will bring any recommendations before the Board for their consideration. Lastly, Mr. Brownlees stated that due to the robust sales tax, the District's funds are overall in a healthy financial standing. b. Present an update regarding the Baytown Fire Training Field. Assistant Fire Chief Derrick Gaskin presented the update on the Baytown Fire Training Field Project and noted that staff was in the process of scheduling the industrial fire prop installation, which will be a two -week installation once it arrives in the next three to four weeks, with an estimated maximum time of six weeks for the props to be operational. Furthennore, Mr. Gaskin stated that the Fire Training Field classrooms are being utilized every day for various trainings and classes, and continues to gain interest from partners in and around the Baytown Community. He entertained the Board with any questions that they might have. Director Barry Hawkins asked if there would be staff members dedicated to run the Fire Training Field, and Mr. Gaskins answered that Chief Rios, himself, and other staff members are currently providing those services, but that they are in the process of hiring an Administrative Assistant as well. Fire Chief Keith Dobson reiterated that at this point it is undetermined what level of staff they would need, depending on the usage of the facility, and they would get a better idea in the next year or two. General Manager Rick Davis stated that they would be very responsive to the needs of the facility as their goal is to service as many people as they can, and they will get the necessary personnel to meet the demands. He assured the District that any profits or revenue acquired from the rental of the facility would remain within the District's funds to pay for the debt that was issued and would loosen up their capabilities to utilize other revenue for apparatus. Director Maurice Watts asked staff what is being done to advertise the Fire Training Field and Assistant Fire Chief Gaskins responded that for the most part at this point it has been by handing out cards at meetings and conferences, and then by word of mouth in the industry; however, the advertisement will intensify once the facility if fully operational. Lastly, General Manager Davis announced that they would be scheduling a ribbon cutting ceremony in the near future, hopefully in September. 4. The next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, October 19, 2021, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. General Manager Davis reminded the Board that the next Baytown Fire Control, Prevention, and Emergency Medical Services District regular meeting is scheduled for October 19, 2021, at 4:30 P.M., but hopefully, they will get together prior to that date for the ribbon cutting ceremony for the Fire Training Field. 5.
