August 24, 2021
The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Special Meeting on Tuesday, August 24, 2021, at 4:30 P.M., in the Council Chamber of the
Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Wheeler convened the August 24, 2021, CCPD Board Special Meeting with a quorum
present at 4:31 P.M., all members were present with the exception of Director Steele Arthur, who
was absent.
1. PROPOSED RESOLUTIONS
a. Consider a resolution approving an amendment to the Baytown Crime Control and
Prevention District's Fiscal Year FY2020-21 Budget in order to transfer monies from the
fund balance to machinery and equipment for the purchase of fifty-five (55) Motorola
APX6000 portable radios and related equipment from Motorola Solutions Inc.
Finance Director Victor Brownlees summarized the agenda item and stated that the proposed
resolution was to approve an amendment to the Baytown Crime Control and Prevention District's
Fiscal Year FY2020-21 Budget in order to transfer $216,908.05 from the General fund balance to
Machinery and Equipment for the purchase of fifty-five (55) Motorola APX6000 portable radios
and related equipment for the Police Department.
Vice President Randall B. Strong inquired about the number of antennas being purchased and
Interim Police Chief Mike Holden responded that the 6-inch antennas come as standard equipment
on the radios; however, they tend to get caught on the holsters due to their length, therefore, the 4-
inch antennas help alleviate that issue. As such, he noted that the purchase of the additional 4-inch
antennas are to replace the antennas on the new and previously purchased radios.
A motion was made by Vice President Randall B. Strong, and seconded by Director Lloyd J.
Herrera to anurove Resolution No. 75. related to Item La. The vote was as follows:

BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT'S FISCAL
YEAR 2020-2021 BUDGET BY REPROGRAMMING TWO
HUNDRED SIXTEEN THOUSAND NINE HUNDRED EIGHT AND 05/100
DOLLARS ($216,908.05) FROM THE FUND BALANCE TO MACHINERY
AND EQUIPMENT FOR THE PURCHASE OF FIFTY-FIVE (55) MOTOROLA
APX6000 PORTABLE RADIOS AND RELATED EQUIPMENT FOR THE
POLICE DEPARTMENT; AND PROVIDING FOR THE EFFECTIVE
DATE.THEREOF.
2. MANAGER'S REPORT
a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, October 12, 2021, at 4:30 P.M., in the Council Chamber located at City Hall, 2401
Market Street, Baytown, Texas 77520.
Assistant City Manager Kevin Troller reminded the members that their next CCPD regular meeting
is scheduled for Tuesday, October 12, 2021, at 4:30 P.M. Also, effective September 1st, the Open
Meetings Act suspensions will be lifted; therefore, they will not be offering the option to attend
the meetings via Zoon and their physical presence would be needed hence forth. Lastly, he thanked
the staff and the Board Members for their service during the budget season.
