July 13, 2021
The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a
Regular Meeting on Tuesday, July 13, 2021, at 4:30 P.M., in the Council Chamber of the Baytown
City Hall, 2401 Market Street, Baytown, Texas with the following in attendance:

President Wheeler convened the July 13, 2021, CCPD Board Regular Meeting with a quorum
present at 4:30 P.M., all members were present with the exception of Director Chris L. Warford
who was absent.
1. MINUTES
a. Consider approving the minutes of the Baytown Crime Control and Prevention
District Special Meeting held on June 8, 2021.
A motion was made by Director Lloyd J. Herrera, and seconded by Director Steele Arthur to
approve the minutes of the Baytown Crime Control and Prevention District Special Meeting held
on June 8, 2021, as submitted. The vote was as follows:
Ayes: President Rikki Wheeler, Vice President Randall B. Strong, Director Lloyd J.
Herrera, Director James Coker, Director Steele Arthur
Nays: None
Other: Director Dr. Chris L. Warford (Absent)

2. BAYTOWN CRIME CONTROL AND PREVENTION FY2021-22 PROPOSED

a. Conduct the first public hearing regarding the Baytown Crime Control and
Prevention District Fiscal Year 2021-22 Proposed Budget.

At 4:31 P.M., President Wheeler opened the first public hearing regarding the Baytown Crime
Control and Prevention District Fiscal Year 2021-22 Proposed Budget, and asked staff to present
an overview of the subject matter.
Assistant General Manager Kevin Troller presented the item and stated that the District's FY2021-
22 proposed budget was presented at the District's June meeting and has not changed. He gave an
overview of the budget and noted that the proposed budget shows $1,666,307 in total for Personnel
Services, $139,000 in Wearing Apparel; $60,200 in Elections and Bonds; and $165,000 in
Furniture and Equipment, leaving a balance of $35,769 for the unforeseen and new initiatives line
item for a total a total budget amount of $2,067,276.
Mr. Troller reminded the Board that although there had been previous discussion regarding the
purchase of new radio equipment, the sales tax revenues are not far enough into the year
to determine if there are enough funds at this point; therefore, that item will come back before the
Board if funds become available. He offered to answer any questions from the Board relating to
the budget.
With there being no questions or speakers on this item, President Wheeler closed the first public
hearing regarding the Baytown Crime Control and Prevention District Fiscal Year 2021-22
Proposed Budget at 4:32 P.M.
b. Conduct the second public hearing regarding the Baytown Crime Control and
Prevention District Fiscal Year 2021-22 Proposed Budget.
At 4:32 P.M., President Wheeler opened the second public hearing regarding the Baytown Crime
Control and Prevention District Fiscal Year 2021-22 Proposed Budget.
With there being no questions or speakers on this item, President Wheeler closed the second public
hearing regarding the Baytown Crime Control and Prevention District Fiscal Year 2021-22
Proposed Budget at 4:33 P.M.
C. Consider a resolution adopting the Baytown Crime Control and Prevention District's
Fiscal Year 2021-22 Budget.
A motion was made by Director Lloyd J. Herrera, and seconded by Vice President Randall B.
Strong to approve Resolution No. 74, related to Item 2.c. The vote was as follows:
Ayes: President Rikki Wheeler, Vice President Randall B. Strong, Director Lloyd J.
Herrera, Director James Coker, Director Steele Arthur
Nays: None

RESOLUTION NO. 74
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN
CRIME CONTROL AND PREVENTION DISTRICT ADOPTING A BUDGET
FOR THE ENSUING FISCAL YEAR, BEGINNING OCTOBER 1, 2021, AND
ENDING SEPTEMBER 30, 2022, 1N ACCORDANCE WITH CHAPTER 363 OF
THE TEXAS LOCAL GOVERNMENT CODE AND THE ALTERNATIVE
PROCEDURES ADOPTED BY THE DISTRICT; MAKING OTHER
PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
3. MANAGER'S REPORT
a. The next Baytown Crime Control and Prevention District meeting is scheduled for
Tuesday, October 12, 2021, at 4:30 P.M., in the Council Chamber located at City Hall, 2401
Market Street, Baytown, Texas 77520.
Assistant General Manager Kevin Troller reminded that members of the next CCPD regular
meeting is scheduled for Tuesday, October 12, 2021, at 4:30 P.M., unless a Special Meeting is
called beforehand to discuss the purchase of radio equipment.
4. ADJOURN
With there being no further business to discuss, President Wheeler adjourned the July, 13, 2021,
CCPD Board Regular Meeting at 4:34 P.M.
