2021 06 15 FCPEMSD MinutesMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION AND EMERGENCY MEDICAL SERVICES DISTRICT June 15, 2021 The Board of Directors of the Baytown Fire Control, Prevention and Emergency Medical Services District (FCPEMSD) met in a Special Meeting on Tuesday, June 15, 2021 at 4:30 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith John Adkins Maurice Watts Richard Carr Barry L Hawkins Rick Davis Trevor Fanning Angela Jackson President (Teleconference) Vice -President (Teleconference) Director Director Director (Teleconference) General Manager Assistant General Counsel Acting Secretary President Bradley Smith convened the June 15, 2021, FCPEMSD Board Special Meeting with a quorum present at 4:32 P.M., all members were present with the exception of Director Gerald Baldwin who was absent. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention and Emergency Medical Services District Regular Meeting held on February 23, 2021. A motion was made by Director Maurice Watts, and seconded by Director Barry Hawkins to approve the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on February 23, 2021. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice -President John Adkins, Director Barry L Hawkins, Director Maurice Watts, and Director Richard Carr Nays: None Other: Director Gerald Baldwin (Absent) Approved FCPEMSD Special Meeting Minutes June 15, 2021 Page 2 of 3 2. BAYTOWN FIRE CONTROL PREVENTION AND EMS FY 2021-22 PROPOSED BUDGET a. Discuss the Baytown Fire Control, Prevention and Emergency Medical Services District Fiscal Year 2021-22 Proposed Budget and budget process. General Manager Rick Davis presented the item and stated that they are proposing a 3.5% increase in sales tax revenue for the fiscal year 2021-2022. In regards to expenditures, Mr. Davis stated that there was not an amount being allocated towards maintenance due to all maintenance being paid out of the Facility's Budget for fiscal year 2022. There is also an amount of $15,200 eannarked for future election expenditures. He further noted that the proposed capital outlay consists of sixty- four (64) portable radios, the second payment for the lease and/or purchase of the propane tank and ambulance, and the second payment for the E-3, and a small SUV. Lastly, Mr. Davis stated that the transfers out consist of the bond payment, which leaves contingencies with an amount of $317,000. Finance Director Victor Brownlees and Fire Chief Kenneth Dobson also provided comments on their views and expectations for the District's fiscal year 2022 budget. 3. REPORTS a. Receive the Baytown Fire Control Prevention and EMS District Financial and Investment Reports for the Quarter Ending March 31, 2021. Finance Director Brownlees presented a brief overview of the financial and investment reports for the Baytown Fire Control Prevention and EMS District for the quarter ending March 31, 2021. b. Present an update regarding the Baytown Fire Training Field. Assistant Fire Chief Derrick Gaskin presented the item and stated that they are waiting on receiving some construction and industrial props for the Baytown Fire Training Field. Additionally, there are some water pipes that still need to be tested. They are estimating a grand opening event for the facility in early September 2021. 4. MANAGER'S REPORT a. The next Baytown Fire Control, Prevention and Emergency Medical Services District meeting is scheduled for Tuesday, July 20, 2021, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. General Manager Davis introduced the new Assistant City Attorney Ms. Kristen Holmes, who will be replacing Mr. Trevor Fanning in serving as the Assistant General Counsel for the District. Ms. Holmes then introduced herself to the directors. Mr. Davis reminded the board of their next meeting and informed them that they will be holding a public hearing and considering their proposed budget. A motion was made by Director Maurice Watts, and seconded by Director Richard Carr to adjourn the June 15, 2021, FCPEMSD Board Special Meeting at 4:45 P.M.
