2021 06 08 CCPD MinutesMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT June 8, 2021 The Board of Directors of the Baytown Crime Control and Prevention District (CCPD) met in a Special Meeting on Tuesday, June 8, 2021, at 4:30 P.M., in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Rikki Wheeler Dr. Chris L. Warford Lloyd J. Herrera Randall B. Strong Steele Arthur James Coker Nick Woolery Jerris Mapes Angela Jackson President Vice President (Teleconference) Director Director (Teleconference) Director Director Assistant General Manager Assistant General Counsel Acting Secretary President Wheeler convened the June 8, 2021, CCPD Board Special Meeting with a quorum present at 4:30 P.M., all members were present, with the exception of Director Steele Arthur who arrived at 4:32 P.M., and Vice President Chris Warford who arrived at 4:45 P.M. 1. MINUTES a. Consider approving the minutes of the Baytown Crime Control and Prevention District Special Meeting held on February 24, 2021. A motion was made by Director Lloyd J. Herrera, and seconded by Director James Coker to approve the minutes of the Baytown Crime Control and Prevention District Special Meeting held on February 24, 2021, as submitted. The vote was as follows: Ayes: President Rikki Wheeler, Director Lloyd J. Herrera, and Director Randall B. Strong, Director James Coker Nays: None Other: Vice President Dr. Chris L. Warford and Director Steele Arthur Absent Approved 2. BAYTOWN CRIME CONTROL AND PREVENTION FY 2021-22 PROPOSED BUDGET a. Discuss the Baytown Crime Control and Prevention District's Fiscal Year 2021-22 Proposed Budget and budget process. CCPD Board Special Meeting Minutes June 8, 2021 Page 2of3 Finance Director Victor Brownlees provided a summary of the proposed budget for the Baytown Crime Control and Prevention District. He stated that the outlook is better compared to the previous year, and revenues are significantly higher due to the effects of the pandemic, which is not what the City anticipated. The sales tax is projected to increase by 3.5% and is achievable, allowing expenditures on equipment and supplies for the following year. If revenues are better than anticipated in the following year, he will bring it back before the District to ensure the tax dollars are being properly used. President Wheeler opened the floor for the Directors to ask questions or provide comments regarding the budget. Director Herrera asked why there was not an amount set aside for maintenance for the 2021-2022 fiscal year, and Mr. Brownlees stated there was about $36,000 left this year for unforeseen expenditures. President Wheeler asked if funds were being put aside for the elections as they are anticipating an increase in expenses with Harris County and Chambers County, and Mr. Brownlees noted that conversations have occurred to put money aside yearly so that when the election does occur, the District's budget does not feel such an impact and is prepared for the increase in election processes. 3. REPORTS a. Receive the CCPD Quarterly Financial and Investment Reports for the Quarter Ending March 31, 2021 Finance Director Brownlees summarized the CCPD's quarterly financial and investment reports for the quarter ending March 31, 2021. He stated that sales tax has been significantly better than initially estimated. With it being the half way point of the year, the District has collected two- thirds of the revenues, and emphasized how much better the City is preforming. Mr. Brownlees stated that in viewing the current budget he would not recommend making any further commitments at this time since the third quarter is about to be closed. He further noted that he would like for them to be able to allocate resources for the second half of the acquisition of radios rather than wait for next year's budget since the City of Baytown doing fairly well. President Rikki Wheeler then asked when they would have a good review for the funds, and Mr. Brownlees noted that it would be best to wait until August. b. Presentation of the Baytown Crime Control and Prevention District Street Crime Unit and Commercial Vehicle Enforcement (CVE) statistical reports. Interim Police Chief Mike Holden provided an overview of the statistical reports for the District's Street Crime Unit and Commercial Vehicle Enforcement (CVE) that had been provided to the Directors for the past two quarterly periods. 4. MANAGER'S REPORT CCPD Board Special Meeting Minutes June 8, 2021 Page 3 of 3 a. The next Baytown Crime Control and Prevention District meeting is scheduled for Tuesday, July 13, 2021, at 4:30 P.M., in the Council Chamber at City Hall, 2401 Market Street, Baytown, Texas 77520. Assistant City Manager Nick Woolery recognized Corporal Daniel Danek's 31 years of service, and expressed appreciation to Interim Chief Holden for his leadership. Also, Mr. Woolery reminded the Directors that their next CCPD regular meeting is scheduled for Tuesday, July 13, 2021, at 4:30 P.M., in the Council Chamber at City Hall. President Rikki Wheeler emphasized the need for a quorum at the July 13`h meeting as they will be holding the two public hearings related to the CCPD's proposed budget. 5. ADJOURN With there being no further business to discuss, President Rikki Wheeler entertained a motion to adjourn. A motion was made by Director Lloyd J. Herrera, and seconded by Director James Coker to adjourn the June 8, 2021, Baytown Crime Control and Prevention District Special Meeting at 4:55 P.M.
