The regular meeting of the Temporary Board of the Baytown Crime Control and Prevention District
met in the Council Chamber of the City of Baytown with the following in attendance:

Call to Order
The meeting was opened by Chairman Mundinger with a quorum present at 5:00 p.m.
Consider approval of the minutes for the meeting held on February 2, 2006.
Vice Chairman Mahan moved to approve the minutes from the meeting held on February 2, 2006.
Temporary Board Member Murray seconded the motion. The vote follows.
Ayes: Temporary Board Members Anderson, Capetillo, Renteria, Murray, Sheley, Mahan

The motion carried.
Conduct a public hearing on the proposed two -year crime control plan and proposed two -year
budget plan.
The public hearing was opened by Chairman Mundinger at 5:02 p.m. Three citizens signed the sheet
to address the Temporary Board at this meeting and were recognized by the Chairman and permitted to
speak for a maximum of 3 minutes each as follows:
Gary Cochran spoke in support of the Crime Control Prevention District and the Fire Control,
Prevention, and Emergency Medical Services District and felt that the 1/8 % sales tax on each was

justified. He would like to see more than one DOT officer, a dedicated fire training facility and new
equipment for the emergency medical service.
Terry Sain voiced his support for the Crime Control Prevention District and the Fire Control,
Prevention, and Emergency Medical Services District. His neighborhood is concerned about
hazardous material being transported through the neighborhood and believes that the DOT patrol
would enhance protection. He would like to see new defibrillators in City facilities and public places
and he too supports a dedicated fire training facility.
Robert Hoskins spoke in support of both programs and voiced his concern on the transportation of
hazardous material being transported through neighborhoods and the need for DOT Officers.
Upon concluding comments from the public, Chairman Mundinger closed the public meeting at 5:12
p.m. and took a short recess for 3 minutes.
The meeting reconvened at 5:15 p.m.
Discuss and take appropriate action regarding the proposed two-year crime control plan and
proposed two-year budget plan.
Discussion was had regarding the following topics:
• Gang activity in Houston and concerns about this activity moving to Baytown and how a Crime
Control Prevention District would help curb this type of activity.
• The need for the plan to have flexibility particularly as it relates to personnel so that over time
changes can be made to accommodate need.
That the sales tax for this district is a regressive tax.
• How hot spot problems will be covered with the new personnel created by this district.
• How other cites in Texas budget sales tax dollars. A presentation was made by Assistant City
Manager Knauf.

Temporary Board Member Murray moved to adjourn the meeting. Temporary Board Member
Capetillo seconded the motion. The vote follows.
