2006 02 09 CCPD MinutesMINUTES OF THE REGULAR MEETING OF THE TEMPORARY BOARD OF THE BAYTOWN CRIME CONTROL PREVENTION DISTRICT February 9, 2006 5:00 p.m. The regular meeting of the Temporary Board of the Baytown Crime Control Prevention District met in the Council Chamber of the City of Baytown with the following in attendance: Ronnie Anderson Temporary Board Member Brandon Capetillo Temporary Board Member Sammy Mahan Temporary Board Member Don Murray Temporary Board Member Scott Sheley Temporary Board Member Mercedes Renteria III Temporary Board Member Calvin Mundinger Temporary Board Member Gary M. Jackson City Manager Bob Leiper Deputy City Manager Kelvin Knauf Assistant City Manager Ignacio Ramirez, Sr. City Attorney Lorri Coady City Clerk Call to Order The meeting was opened by Temporary Board Member Mundinger with a quorum present at 5:00 p.m. The meeting was conducted concurrently with the regular meeting of the Fire Prevention Control and Emergency Medical Services District for purposes of electing officers. Elect officers Elections were held concurrently with the Fire Prevention Control and Emergency Medical Services District to fill the following offices. The person elected would serve in that capacity for each of the Districts. The election of officers was as follows: Chairman — Temporary Board Member Murray nominated Temporary Board Member Calvin Mundinger as Chairman. Temporary Board Member Mahan seconded. The vote follows. Ayes: Temporary Board Members Renteria, Anderson, Capetillo, Murray, Mahan and Sheley Nays: None The motion carried. Vice Chairman - Temporary Board Member Capetillo nominated Temporary Board Member Mahan as Vice Chairman. Temporary Board Member Murray seconded. Secretary - Temporary Board Member Anderson nominated Temporary Board Member Sheley as Secretary. Temporary Board Member Capetillo seconded. The vote follows. Assistant Secretary - Temporary Board Member Murray nominated City Clerk Coady. Temporary Board Member Renteria seconded. The vote follows. Ayes: Temporary Board Members Renteria, Anderson, Capetillo, Murray Chairman Mundinger Vice Chairman Mahan Secretary Sheley Nays: None The motion carried. Assistant Secretary, Lorri Coody informed the Chairman that there was one speaker to address the Temporary Boards. Chairman Mundinger introduced Mr. Ball from the Chamber of Commerce's Crime Prevention and Safety Committee. Mr. Ball addressed the temporary board on the issues of late arrivals, staffing concerns and funding. Discuss development of the required two-year crime control plan and two-year budget plan. City Manager Jackson reviewed budget presentation with the temporary Board. They examined the various options presented. Discussion was had on the expenditures ands the various options of including personnel or not including personnel. A five year plan was also examined. City Manager Jackson gave a history of previous Crime Control Districts. Mr. Jackson then introduced Chief Byron Jones. Chief Jones gave his recommendation of the 10 man team, 9 patrol officers and 1 DOT officer. He pointed out how this would give the department flexibility on addressing issues and hot spots in the City and that this team would be specifically assigned the night shift. Page 3 of 3 Minutes of the Temporary Board Regular Meeting — February 09, 2006 em, Board Members Anderson and Mahan expressed their gratitude for what a great job the department has done in light of budget constraints, but did voice their concern for the resurgence of gang activity. Board Member Anderson would like to see a portion of this funding to address gang activity. He referred to Operation Valdez. Board Member Renteria would like to see some numbers on this gang activity. Chairman Mundinger reflected on previous major emergencies and how this additional staff would have affected our response. Concerns were voiced on the City's ability to properly equip these officers. Chief Jones assured the temporary Board there was sufficient surplus and funds to get these officers on the street. The temporary Board engaged in discussion regarding more detail of the duties and the focus of this team as well as additional concerns. Chief Jones addressed each accordingly. City Manager Jackson expressed to the Chairman and the Temporary Board what a great impact this team would have and at its conclusion we would know what types of taxing issues we would have, to continue to fund this team. The Temporary Board engaged in conversation pertaining to the effect this new Crime Control Prevention District will have on the Police Department's current manpower. Chief Jones stated that there were current openings within the department and that this 10 man team will not affect those numbers. This is an additional team of 10 for the night shift. eft This meeting was concluded by Chairman Mundinger at 5:39 p.m. and rolled directly into the first meeting of the temporary board of the Fire Control, Prevention, and Emergency Medical Services District of which the temporary board members were a concurre ilh the CCPD.
