2002 01 24 CCPD MinutesMINUTES OF THE CRIME CONTROL AND PREVENTION DISTRICT BOARD OF BAYTOWN, TEXAS January 24, 2002 A meeting of the Crime Control and Prevention District Board of Baytown, Texas was held on January 24, 2002, at 5:25 p.m., in Don M. Hullum Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Ronnie Anderson Board Member Coleman Godwin Board Member Calvin Mundinger Board Member Don Murray Board Member Mercedes Renteria Board Member Scott Sheley Board Member Pete C. Alfaro Board President Monte Mercer General Manager Ignacio Ramirez, Sr. General Counsel Gary W. Smith Secretary The meeting was opened with a quorum present, after which the following business was conducted: Consider approval of the minutes for the meeting held on November 20, 2001. Board Member Mundinger moved to approve the minutes for the meeting held on November 20, 2001. Board Member Anderson seconded the motion. The vote follows: Ayes: Board Members Godwin, Mundinger, and Murray President Alfaro Nays: None Abstentions: Board Members Anderson, Renteria and Sheley The motion carried. Consider Proposed Resolution No. 020124 -1, amending Resolution No. 23 to replace an alternate election judge for the continuation election. Proposed Resolution No. 020124 -1 amends Resolution No. 23 to replace the alternate election judge for Precinct 532. The alternate judge is suffering from ill health and will not be able to serve. A replacement alternate judge has been secured, subject to Board approval. Ruben DeHoyos has agreed to serve as alternate judge. Houston Schweitzer, precinct judge, has agreed to his service. RESOLUTION NO. 25 A RESOLUTION OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT AMENDING RESOLUTION NO. 23, PASSED ON NOVEMBER 20, 2001, WHICH PROVIDES FOR THE ELECTION OFFICERS FOR THE FEBRUARY 2, 2002, ELECTION CALLING A REFERENDUM ON THE QUESTION OF WHETHER TO CONTINUE THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT AND THE CRIME CONTROL AND PREVENTION DISTRICT SALES TAX, BY REPLACING THE ALTERNATE ELECTION JUDGE FOR PRECINCT 532; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. Receive and discuss the quarterly reports of the Crime Control & Prevention District. Interim Chief of Police Byron Jones compared the measures against the base year, 1996. Violent crime, property crime and total crimes are down in comparison to the base year. Family violence crime is down. The referrals on family violence is up, however the counselors presently employed by the City were not available in 1996. The sexual assault case recently filed is a result of a year and one -half investigation by the detective funded by CCPD. Without the CCPD funding the detective would not have had the time to devote to the case to assemble the information necessary to get the charges filed. General Manager, Monte Mercer, announced that the new jail building would be accepted. Training would occur during the month of February and the jail would officially open around March 1. Adjourn.
