2000 10 26 CCPD MinutesMINUTES OF THE REGULAR SESSION OF THE BAYTOWN CRIME CONTROL AND PREVENTION BOARD October 26, 2000 The Baytown Crime Control and Prevention Board met in regular session on October 26, 2000, at 5:15 p.m., in the Don M. Hullum Conference Room of the Baytown City Hall with the following in attendance: Victor Almendarez Ronnie Anderson Calvin Mundinger Don Murray Coleman Godwin Pete C. Alfaro Monte Mercer Ignacio Ramirez Gary W. Smith Absent: Scott Sheley Board Member Board Member Board Member Board Member Board Member Board President General Manager General Counsel Secretary Board Member The meeting was opened with a quorum present, after which the following business was conducted: Consider Approval of the Minutes for the Meeting held on September 14, 2000 Board Member Godwin moved to approve the minutes for the meeting held on September 14, 2000. Board Member Almendarez seconded the motion. The vote follows: Ayes: Board Members Almendarez, Anderson, Mundinger, Murray, and Godwin President Alfaro Nays: None 20001026 -3 Minutes of Regular Session — October 26, 2000 Consider Proposed Resolution 001026 -2 awarding the purchase of accessory equipment for patrol cars. General Manager Monte Mercer's comments. Proposed Resolution 001026 -2 approves the purchase of accessory equipment for police patrol units in the amount of $31,844.80. The successful bidder is All American Sales Corporation. Invitations to bid were mailed to six vendors and five bids were received. The items included are lightbars, sirens, microphones and extensions, push bumpers, and graphics. The bid tabulation sheet is attached as Exhibit "A. ". Board Member Almendarez moved for the adoption of the resolution. Board Member Mundinger seconded the motion. The vote follows: Ayes: Board Members Almendarez, Anderson, Mundinger, Murray, and Godwin. President Alfaro Nays: None The motion carried. RESOLUTION NO. 12 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT, AUTHORIZING THE CITY OF BAYTOWN TO PURCHASE ACCESSORY EQUIPMENT FOR POLICE PATROL UNITS FROM ALL AMERICAN SALES CORPORATION IN THE AMOUNT OF THIRTY -ONE THOUSAND EIGHT HUNDRED FORTY -FOUR AND 801100 DOLLARS ($31,844.80); MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. Presentation of Quarterly Report of Baytown Crime Control and Prevention District Chief Shaffer presented the Baytown Crime Control and Prevention District Quarterly Report a copy of which is attached to these minutes AS Exhibit "B." Board Member Murray moved to accept the report. Board Member Almendarez seconded the motion. The vote follows: Ayes: Board Members Almendarez, Anderson, Mundinger, Murray, and Godwin President Alfaro Nays: None 20001026 -2 Minutes of Regular Session — October 26, 2000 Consider Proposed Resolution 001026 -1 awarding the purchase of sixteen patrol vehicles, three unmarked police vehicles and one extended cab pickup truck. General Manager Monte Mercer's comments. Proposed Resolution 001026 -1 approves the purchase of sixteen 2001 Ford Crown Victoria patrol vehicles, three 2001 Chevrolet Impala police units, and one 2001 Chevrolet Y2 ton extended cab pickup truck through HGAC in the amount of $417,672.90. The patrol units will be purchased from Philpott Motors, Inc. for $21,132.22 each inclusive of the HGAC fee. The three Chevrolet Impalas will be purchased from Lawrence Marshall Dealerships for $19,142.25 each inclusive of the HGAC fee. The pickup truck will be purchased form Triangle Chevrolet, Inc. for $22,130.51 inclusive of the HGAC fee. Board Member Mundinger moved to adopt the resolution. Board Member Almendarez seconded the motion. Board Member Godwin inquired why Crown Victoria vehicles were purchased for patrol use. Chief Shaffer responded that the rear wheel drive car is more durable for patrol and all training involves rear wheel drive vehicles. Chief Shaffer explained that the pickup was to be used in the narcotics division in response to an inquiry from Board Member Anderson. The vote follows: Ayes: Board Members Almendarez, Anderson, Mundinger, Murray, and Godwin. President Alfaro Nays: None The motion carried. RESOLUTION NO. 11 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT AUTHORIZING THE CITY OF BAYTOWN TO PURCHASE TWENTY (20) VEHICLES FOR THE POLICE DEPARTMENT FROM HOUSTON -GALVESTON AREA COUNCIL IN THE AMOUNT OF FOUR HUNDRED SEVENTEEN THOUSAND SIX HUNDRED SEVENTY -TWO AND 901100 DOLLARS ($417,672.90); MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 20001026.4 Minutes of Regular Session — October 26, 2000 or Adjourn As there was no further business to be transacted, the meeting was adjourned.
