1999 11 23 CCPD MinutesMINUTES BAYTOWN CRIME CONTROL AND PREVENTION BOARD November 23,1999 The Baytown Crime Control and Prevention Board met on November 23, 1999,at 6:10 p.m.,in the Don M.Hullum Conference Room of the Baytown City Hall with the following in attendance: David Byford Board Member Coleman Godwin Board Member Scott Sheley Board Member Pete C.Alfaro President Eileen P.Hall Secretary Absent:Victor Almendarez Board Member Calvin Mundinger Board Member E.Frank Hinds,Jr.Board Member The meeting was opened with a quorum present,and the following business was conducted: ConsiderApproval of the Minutes for the Meeting held on June 10,1999. Council Member Sheley moved to approve the minutes.Council Member Godwin seconded the motion.The vote follows: Ayes: Nays: Abstained: Council Members Godwin and Sheley Mayor Alfaro None Council Member Byford Receive the Quarterly Report of Baytown Crime Control and Prevention District Chief Shaffer presented the quarterly reportof the Baytown Crime Control and Prevention District to Council for the third quarter of 1999.The report 991123-2 Minutes of the Regular Session -November 23,1999 covered seven major categories reported by all law enforcement agencies: murder,sexual assault,robbery,aggravated assault,burglary,theft,and auto theft.The latest numbers are for 1998;they were reported last week.The figures are slightly above 1975 and below 1976.One of the issues of concern,is with this drop how do we keep it going down. Each year these numbers are compared to other cities across theState of Texas.The numbers are converted to a crime index,which is crime per 100,000 so they can be compared to cities smaller and larger.Every city above 50,000 is ranked.In 1990,Baytown ranked 26th;in 1998 we moved up to 11th.The goal is to move up as far as possible.In 1995,a group of Associated Texans Against Crime did an analysis of crime and measured how far cities moved up.Baytown received an award for third best in the state.In 1998,we are still third. Baytown's goals have dealt with crime reduction and traffic safety.We are working on nuisance abatement,addressing root causes.The CCPD is only one factor,perhaps the biggest single one,but Baytown has numerous programs in place that all interrelate.There are programs in the school district,Communities in Schools,the Housing Authority Project,the COPS Program which has evolved into the Safe Team,the DOT Program,the Traffic Program,Quality Enhancement Training,Zero Tolerance Projects,Pro-Active PD Programs,and all our community policing programs.As of this date,Baytown is running two percent down.The CCPD is a big part of this.
