1997 11 13 CCPD MinutesMINUTES OF THE TEMPORARY BOARD OF THE CRIME CONTROL AND PREVENTION DISTRICT OF BAYTOWN, TEXAS November 13, 1997 The Temporary Board of the Crime Control and Prevention District of Baytown, Texas, met on November 13, 1997, at 5:45 p.m., in John Tucker Hall, Lee College, 200 Lee Drive, Baytown, Texas, with the following in attendance: Victor Almendarez David Byford Manuel Escontrias E. Frank Hinds, Jr. Stephen DonCarlos *Scott Sheley Board Member Board Member Board Member Board Member Board Member Board Member Pete C. Alfaro Chairman The meeting was opened with a quorum present, and the following business was conducted: Consider Approval of Minutes for Meeting Held on November 6, 1997 Board Member Hinds moved for approval of the minutes; Board Member DonCarlos seconded the motion. The vote follows: Ayes: Board Members Almendarez, Byford, Escontrias, Hinds and DonCarlos. Chairman Alfaro Nays: None Consider Proposed Resolution Adopting Two -Year Crime Control Plan and Two - Year Budget Plan The Board met in work session on October 15 and held a public hearing on November 6 on the Two -Year Crime Control Plan and Two -Year Budget Plan. Since there was no one present from the public, the Board waived a review of the plans. The board scheduled the November 18 meeting to order the election for 4:30 p.m. at the Baytown City Hall in the Conference Room. The City Manager reported that the staff has been receiving positive comments on establishment of the Crime Control and Prevention District. The Kiwanis Club has produced literature indicating support of the issue, and The Houston Chronicle called for 971113 -2 Temporary Board Crime Control and Prevention District more information on the District today. Also, good comments have been received on the information provided in the brochure. *Board member Sheley present. Chairman Alfaro requested that the staff provide a summarization of the main points concerning establishment of the Crime Control and Prevention District for use by the Board when receiving questions. Board Member Hinds moved to adopt Resolution No. 2; Board Member Byford seconded the motion. The vote follows: Ayes: Board members Almendarez, Byford, Escontrias, Hinds, DonCarlos and Sheley Chairman Alfaro Nays: None RESOLUTION NO.2 A RESOLUTION OF THE TEMPORARY BOARD OF DIRECTORS OF THE BAYTOWN CRIME COTNROL AND PREVENTION DISTRICT ADOPTING THE TWO -YEAR CRIME CONTROL PLAN AND TWO - YEAR BUDGET PLAN OF THE BAYTOWN CRIME CONTROL AND PREVENTION DISTRICT; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
