2021 02 23 FCPEMSD MinutesMINUTES OF THE SPECIAL MEETING OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL, PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT February 23, 2021 The Board of Directors of the Baytown Fire Control, Prevention, and Emergency Medical Services District (FCPEMSD) met in a Special Meeting on Tuesday, February 23, 2021, at 4:00 P.M., in the Baytown Conference Room of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brenda Bradley Smith John Adkins Maurice Watts Richard Carr Barry L Hawkins Gerald Baldwin Rick Davis Trevor Fanning Leticia Brysch President Vice -President (Teleconference) Director Director Director (Teleconference) Director (Teleconference) General Manager Assistant General Counsel Secretary President Bradley Smith convened the February 23, 2021, FCPEMSD Board Special Meeting with a quorum present at 4:00 P.M., all members were present. 1. MINUTES a. Consider approving the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on January 19,2021. A motion was made by Director Richard Carr, and seconded by Director Maurice Watts to approve the minutes of the Baytown Fire Control, Prevention, and Emergency Medical Services District Regular Meeting held on January 19, 2021. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Barry L Hawkins, Director Maurice Watts, Director Richard Carr, and Director Gerald Baldwin Nays: None Other: Approved 2. PROPOSED RESOLUTIONS FCPEMSD Regular Meeting Minutes February 23, 2021 Page 2 oi' 3 a. Consider a resolution amending the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2020-21 Budget in order to transfer monies from Fund Balance and Contingency to Motor Vehicles for the purpose of purchasing one (1) 2021 Pierce Velocity Pumper Truck for the Fire Department. Fire Chief Kenneth Dobson presented the item and stated that the proposed resolution amended the Baytown Fire Control, Prevention, and Emergency Medical Services District's Fiscal Year 2020-2021 Budget, in order to transfer $620,000 from Fund Balance and $125,000 from Contingency / New Initiatives into the Motor Vehicles for the purchase of one (1) 2021 Velocity Fire Truck. He stated that the funding is needed for this purchase now to save 3% of the firetruck costing a total of $746,193. A motion was made by Director Maurice Watts, and seconded by Director Richard Carr to approve Resolution No. 82, related to Item 2.a. The vote was as follows: Ayes: President Brenda Bradley Smith, Vice President John Adkins, Director Barry L Hawkins, Director Maurice Watts, Director Richard Carr and Director Gerald Baldwin Nays: None Other: Approved RESOLUTION NO. 82 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE BAYTOWN FIRE CONTROL,PREVENTION,AND EMERGENCY MEDICAL SERVICES DISTRICT AMENDING THE BAYTOWN FIRE CONTROL,PREVENTION, AND EMERGENCY MEDICAL SERVICES DISTRICT'S FISCAL YEAR 2020- 2021 BUDGET BY REPROGRAMMING SIX HUNDRED TWENTY THOUSAND AND NO/100 DOLLARS ($620,000.00) FROM FUND BALANCE AND ONE HUNDRED TWENTY-FIVE THOUSAND (125,000.00) FROM CONTINGENCY/NEW INITIATIVES TO MOTOR VEHICLES FOR THE PURCHASE OF ONE (1) 2021 PIERCE VELOCITY PUMPER TRUCK FOR THE FIRE DEPARTMENT; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 3. REPORTS a. Present an update regarding the Baytown Fire Training Field. FCPEMSD Regular Meeting Minutes February 23, 2021 Page 3 of 3 Fire Chief Kenneth Dobson presented the item and stated that they are waiting on receiving a tank, which will occur within a week. When the Baytown Fire Training Field receives the tank, it will assist in facilitating the finishing of the project. 4. MANAGER'S REPORT a. The next Baytown Fire Control, Prevention, and Emergency Medical Services District meeting is scheduled for Tuesday, April 20, 2021, at 4:30 P.M. in the Baytown Conference Room located at City Hall, 2401 Market Street, Baytown, Texas. General Manager Rick Davis reminded the board of their next meeting and wished them a happy Easter. 5.
