Mayor ProTern Hoskins convened the October 14,2013,City Council Special Meeting
withaquorumpresentat6:03P.M.,allmemberswerepresent,withtheexception of
Mayor Stephen H.DonCarlos,Council Member Mercedes Renteria IIIand Council
Member David McCartney whowere absent.
1.PROPOSED ORDINANCES
a.Consider an ordinance adopting the tax rate for General Fund Maintenance
and Operations at $0.43713 per $100 valuation and adopting thetax rate for Debt
Service at$0.38490 per $100 valuation for the fiscal year ending September 30,
2014.
City Manager Leiperstatedthat Ordinance No.12,376 adopts thetaxrateforthefiscal
yearendingSeptember30,2014.TheCity'staxrateconsists of thefollowingtwo
components,each of whichmustbe approved separately:
1.theratethat,ifappliedtothetotaltaxablevalue,willimposetheamount of taxes
neededtofund maintenance andoperation expenditures of theCityforthenext
year;and
2.theratethat,if applied tothetotal taxable value,will impose the amount of taxes
needed to pay debt service.
The proposed ordinance adopts thetaxratefor General Fund Maintenance and
Operations at $0.43713 per $100 valuation forthefiscal year ending September 30,2014,
and adopting thetaxrateforDebt Service at $0.38490 per $100 valuation forthefiscal

year ending September 30,2014 foratotal of $0.82203 per $100 valuation.The rate of
$0.82203per$100valuationforFY 2014 isthesamerateasitwasinFY 2012 andFY
2013.
A motion wasmade by Mayor ProTern Robert C.Hoskins and seconded by Council
MemberBrandonCapetillo approving thatthepropertytaxratebeincreasedbythe
adoption of ataxrate of $0.82203,whichis effectively a1.79 percent increase inthetax
rate.The vote was as follows:

TEXAS,ADOPTING THE RATE AND TAX LEVY FOR GENERAL FUND
MAINTENANCE AND OPERATION AND DEBT SERVICE FOR THE CITY
OF BAYTOWN FOR THE FISCAL YEAR ENDING SEPTEMBER 30,2014,
UPON ALL TAXABLE PROPERTY IN SAID CITY OF BAYTOWN IN
ACCORDANCE WITH THE LAWS OF THE STATE OF TEXAS AND THE
CHARTER PROVISIONS AND ORDINANCES OF SAID CITY;PROVIDING

A REPEALING CLAUSE;CONTAINING A SAVINGS CLAUSE;AND
PROVIDING FOR THE EFFECTIVE DATE THEREOF.
2.PROPOSED RESOLUTIONS
a.Consider a resolution nominating one or more candidates for positions on the
Board of Directors of the Chambers County Appraisal District.
City Manager Leiper stated that Resolution No.2265 nominates oneormore candidates
forpositionsontheBoard of Directors of theChambersCountyAppraisal District.Each
taxingentitymay nominate fromonetofive directors.After all nominations havebeen
receivedbythe chief appraiser,aballotwillbedeveloped containing thenames of the
nominees andthe City Council willbe asked tocastits55 votes forone of the nominees,
orto divide itsvotes among twoor more nominees.
City Manager Leiper further stated thatMr.Etienne Williams from Anahuac National
BankwasfirstnominatedbytheCouncilon September 8,2011.In October 2011,Mr.
WilliamswaselectedtoserveontheCCAD,andsincethenhascompletedhisfirsttwo-
yearterm.Mr.WilliamshasrequestedtheCity's re-nomination totheballot,inorderto
be considered for anothertwo-year term.
Lastly,CityManagerLeiperstatedthatthe Council's resolutionmustbereceivedby
chief appraiser on or before October 15,2013,in order forthe Council's nomination tobe
added to the ballot.
A motion wasmadeby Council Member ScottSheleyand seconded by Council Member
Brandon Capetillo approving Resolution No.2265.Thevotewasasfollows:
