The Board of Directors of the Baytown Area Water Authority (BAWA) met in a Regular Meeting
on Wednesday, April 21, 2021, at 4:30 P.M., in the Council Chamber of the Baytown City Hall,
2401 Market Street, Baytown, Texas with the following in attendance:

President Bradley Smith convened the April 21, 2021, BAWA Board Regular Meeting with a
quorum present at 4:30 P.M., all members were present.
1. MINUTES
a. Consider approving the minutes of the Baytown Area Water Authority (BAWA)
Regular Meeting held on January 20, 2021.
A motion was made by Vice President Mike Wilson and seconded by Secretary Frank McKay III
approving the minutes of the BAWA Regular Meeting held on January 20, 2021, as submitted.
The vote was as follows:
Ayes: President Brenda Bradley Smith, Vice President Mike Wilson, Secretary Frank
McKay III and Director Brandon Benoit
Nays: None

b. Consider approving the minutes of the Baytown Area Water Authority (BAWA)
Regular Meeting held on March 17, 2021.
A motion was made by Vice President Mike Wilson and seconded by Secretary Frank McKay III
approving the minutes of the BAWA Regular Meeting held on March 17, 2021, as submitted. The
vote was as follows:

2. PROPOSED RESOLUTIONS
a. Consider a resolution authorizing an Agreement for Consulting Services with Carollo
Engineers, Inc., for a Baytown Area Water Authority (BAWA) Impact Fee Study.
Director of Public Works and Engineering Frank Simoneaux presented the item and stated that
this item authorizes a Professional Services contract with Carollo Engineers to conduct an impact
fee study for BAWA. He stated that the City of Baytown currently charged water and sewer impact
fees to ensure that the cost of utility upgrades is shared between existing ratepayers and new
development. He stated that Carollo began the process of completing the impact fee study for
Baytown and in comparison, to peer cities Baytown charged far less in impact fees, with reason
being that Baytown could not include costs attributed to BAWA, as it was a separate entity, but
further noted that existing ratepayers were paying for all of the cost of expansion of the system
related to the water production. Mr. Simoneaux stated that the scope of work would include a
BAWA-specific land use assumption plan that would illustrate the growth projections, existing
and future capacity needs, identify BAWA capital improvement projects eligible for impact fee
funding, identify capacity requirements required to meet the projected growth needs over the study
period, and would compare with six (6) peer water utilities of their impact fees. He stated that the
consultant would present their findings of the study to the BAWA Board and if approved to move
forward the recommendation would be submitted to the Planning and Zoning Commission for
public meetings then to city council for final approval. Additionally, he noted that staff
recommended approval of the contract in the amount of $59,921.
A motion was made by Secretary Frank McKay III and seconded by Director Brandon Benoit
approving Resolution No. 2021-07, related to Item 2.a. The vote was as follows:

3. REPORTS
a. Receive the Baytown Area Water Authority's Quarterly Financial and Investment
Reports for the Quarter Ending March 31, 2021.
Finance Controller, Monio Mark presented the Baytown Area Water Authority's Quarterly
Financial and Investment Reports for the quarter ending March 31, 2021.
b. Receive an update regarding the Baytown Area Water Authority Chemical Feed
Project.
Assistant Director of Engineering, Andrea Brinkley provided a summary of the agenda item and
stated that they were at final completion of the project. During the presentation, she mentioned
some of the ending costs for the project and further noted that a small amount of money would be
returned to the fund. She stated that in May they would request final acceptance and approval of
final payment for the project then begin the work of closeout.
4. MANAGER'S REPORT
a. The next regularly scheduled Baytown Area Water Authority meeting is Wednesday,
May 19, 2021, at 4:30 p.m., in the Council Chamber located at City Hall, 2401 Market Street,
Baytown, Texas 77520.
Presiding Manager, Nick Woolery stated that the BAWA East Plant was close to completion and
with a few items yet to be completed, but a ribbon -cutting event could be scheduled in the
upcoming month. Additionally, he stated that there was consideration of merging the May 19°i
meeting with the ribbon -cutting event and at their June meeting, the Board would receive the
budget.
5. ADJOURN
With there being no further business to discuss, President Bradley Smith adjourned the
Wednesday, April 21, 2021, BAWA Board Regular Meeting at 4:48 P.M.
