2021 03 30 BPAC MinutesMINUTES OF THE REGULAR MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN March 30, 2021 The Baytown Police Advisory Committee of the City of Baytown, Texas, met in a Regular Meeting on Tuesday, March 30, 2021, at 6:00 P.M. in the Large Classroom at the Robert Merchant Police Academy, 203 E. Wye Drive, Baytown, Texas with the following in attendance: Eric Bolenbaucher Dr. Marissa Moreno Dr. June Stansky Richard Hunsinger Yulanda Braxton Officer Rene Hinojosa Officer Steve Ocanas Kevin Troller Angela Jackson Mike Holden Vice -Chairperson Committee Member Committee Member Committee Member Committee Member Committee Member Committee Member Assistant City Manager Acting City Clerk Interim Sergeant at Arms Vice -Chairperson Eric Bolenbaucher convened the March 30, 2021, Baytown Police Advisory Committee Meeting with a quorum present at 6:00 P.M., all members were present with the exception of Chairperson Raphael D. Montgomery. Due to the COVID 19 Disaster and the CDC's recommendation regarding social distancing measures there was limited amount of space when maintaining the required 6-feet separation from others. However, the meeting allowed for two-way communications for members of the public who were not allowed to be physically present at this meeting. 1. REPORTS a. Interim Police Chief Mike Holden will present an overview of the Baytown Police Department operations. Interim Police Chief Mike Holden presented the item, but beforehand, had Officer Andrew Richter provide a brief overview of the operations of the officers in the Mental Health Division. He stated that the division receives an average of thirty-five calls a week, of which sixty to seventy percent of the calls are from repeated individuals. They have the ability to flag callers that are reality challenged in the system they utilize. Chief Holden stated that he is looking into increasing the number of officers in the patrol that can participate in the program. He stated that Lieutenant Steve Dorris oversees the program and that the mental health officers wear a pin that indicate they have been through the specialized training. Chief Holden also passed out a copy of the bumper sticker that can be placed at homes where autistic individuals reside, as well as pamphlets related to mental health awareness. Interim Police Chief Mike Holden proceeded to provide a slide presentation regarding the overview of Baytown Police Advisory Committee Regular Meeting Minutes March 30, 2021 Page 2 of 2 the Baytown Police operations, which a copy of said presentation is attached hereto. He explained each of the bureaus that compose the Baytown Police Department, which consist of: 1) Administration, 2) Operations, the largest bureau, 3) Logistics, which is overseen by Assistant Police Chief Eric Freed, and 4) Planning. He also described some of the accreditations for which the department is nationally recognized and answered questions from the committee members regarding the department building relations with the community at events such as National Night Out, Pennies for Justice, Coffee with a Cop, etc. b. Interim Police Chief Mike Holden will present an overview of the Baytown Police Department's future facilities. Interim Police Chief Mike Holden presented the committee members with some of the architectural drawings of the Baytown Police Department's future facilities, which has a tentative completion date of the second quarter in 2023. He stated that the project will be phased out, and the different facilities, which include equipment storage facilities, were designed to accommodate the need for growth. The Police and Fire Administration building will have a height of three stories and a total square footage of 115,000, which also includes a Crime Prevention Training unit. The current police station will be demolished in Phase III of the project. Vice -Chairperson Eric Bolenbaucher recessed the Baytown Police Advisory Committee Meeting at 6:56 P.M., to allow the committee members to regroup at the Baytown Police Station to proceed with the tour of the police facilities, related to Item 2.a. 2. TOUR OF POLICE FACILITIES a. Interim Police Chief Mike Holden will give the members of the Baytown Police Advisory Committee a tour of the Baytown Police Department's current facilities. Vice -Chairperson Eric Bolenbaucher reconvened the Baytown Police Advisory Committee meeting at 7:15 P.M., in the Lobby entrance of the Baytown Police Department. Interim Police Chief Mike Holden proceeded to provide the committee members with a tour of the current facilities. He provided them with a history of the building's layout and how it expanded throughout the years due to growth in the department, as well as the current layout of the divisions that compose the Baytown Police Department, and explained the various programs and services offered by the department. 3.
