2021 02 23 BPAC MinutesMINUTES OF THE REGULAR MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN February 23, 2021 The Baytown Police Advisory Committee of the City of Baytown, Texas, met in a Regular Meeting on Tuesday, February 23, 2021, at 6:00 P.M. in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Eric Bolenbaucher Dr. Marissa Moreno Dr. June Stansky Richard Hunsinger Officer Rene Hinojosa Officer Steve Ocanas Raphael D. Montgomery Kevin Troller Karen L. Horner Leticia Brysch Mike Holden Vice -Chairperson Committee Member Committee Member Committee Member Committee Member Committee Member Chairperson Assistant City Manager City Attorney City Clerk Interim Police Chief Chairperson Raphael D. Montgomery convened the February 23, 2021, Baytown Police Advisory Committee Meeting with a quorum present at 6:00 P.M., all members were present with the exception of Committee Member Yulanda Braxton. Due to the COVID 19 Disaster and the CDC's recommendation regarding social distancing measures there was limited amount of space when maintaining the required 6-feet separation from others. However, the meeting allowed for two-way communications for members of the public who were not allowed to be physically present at this meeting. 1. TRAINING a. Receive an overview regarding the Texas Civil Service Rules. Assistant City Attorney Jerris Mapes, specifically the Police Legal Advisor, presented the item and discussed the purpose of Civil Service as well as the enforcement of such entity in relation with Section 143 of the Local Government Code and Section 614 of the Texas Government Code, regarding filing complaints. 2. BUSINESS ITEMS a. Discuss and consider priorities, questions and data for the Baytown Police Advisory Committee's buckets of concern to include, but not limited to Mental Illness, Transparency, and Accountability, Training, and Development, and Positive Engagement. Baytown Police Advisory Committee Regular Meeting Minutes February 23, 2021 Page 2 of 3 City Clerk Leticia Brysch presented the item and stated she wanted the committee to review the buckets of concern that they had discussed at their last meeting. After further discussion, the committee members made it clear that mental illness is the number one priority of the committee, and to facilitate such priority they would like to: • add additional staffing for mental health professionals, • look at a voluntary database to self -disclose mental health issues, • infonnation regarding the number of mental health calls per month or a period of time reported on the Records Management System (RMS), • desire for an electronic ticketing system to have a mental health tick option, • for the Chief to bring forward, in the future, a test case on a mental health call, and • literature at the doctor's offices. A motion was then made by Committee Member Richard Hunsinger, and seconded by Committee Member Rene Hinojosa, to approve Mental Illness as the number one priority of the Baytown Police Advisory Committee. Montgomery, Vice -Chairperson Eric Member Marissa Moreno, Committee Committee Member Richard Hunsinger, Hinojosa and Committee Member Steve Other: Committee Member Yulanda Braxton (Absent) Approved City Clerk Leticia Brysch stated that the committee has a scheduled tour and overview of the Baytown Police Department at their next meeting in March. They will have an opportunity to meet as a committee in April before they have to present their quarterly report to Council. She can place an agenda item at a council meeting in the month of May for the chairperson and/or vice -chairperson to present a report to council, which they agreed. 3. INTRODUCTION a. Interim Police Chief Mike Holden will give an overview of his philosophy, vision, and goals for the Police Department. Interim Police Chief Mike Holden presented the item, discussing his history, philosophy, vision, and goals for the Police Department. Interim Chief Holden stated that he has been with the city for 28 years and discussed all the different positions he has held within the department. He goes on to discuss his philosophy, which is for them to enhance the quality of life in the City of Baytown, while working cooperatively with the citizens within the framework of the U.S. constitution. He stated they must Baytown Police Advisory Committee Regular Meeting Minutes February 23, 2021 Page 3 of 3 safeguard the public's trust to perform their jobs effectively and with courage and they do this with ethical conduct by serving the people, solving problems by looking for solutions, examining policies and procedures, and training. The vision Chief Holden has is to accomplish the mission by enforcing the laws, educating the public, preserving the peace, reducing citizen apprehension, and providing a safe environment for the community by eliminating the criminal element. He stated that his two main goals are reduce crime through community involvement, and improve career development in the quality of Police supervision. Chief Holden goes on to discuss his goals and the changes he has done to the Police Department since he became Interim Chief, such as moving some upper management supervisors around, and reiterating the duties of the different departments within the police department. 4. MANAGER'S REPORT a. The next Baytown Police Advisory Committee Meeting is scheduled for March 23, 2021, at 6:00 P.M., at the Baytown Police Academy, 203 Wye Drive, Baytown, Texas 77521. Assistant City Manager Kevin Troller thanked the committee and staff for their time, effort, and energy. Mr. Troller reminded that members of the next Baytown Police Advisory regular meeting is scheduled for Tuesday, March 23, 2021, at 6:00 P.M., at the Baytown Police Academy, 203 Wye Drive, Baytown, Texas 77521. 5. ADJOURN With there being no further business to discuss, Chairperson Montgomery adjourned the February 23, 2021, Baytown Police Advisory Committee Regular Meeting at 8: 02 P.M.
