2021 01 26 BPAC MinutesMINUTES OF THE REGULAR MEETING OF THE BAYTOWN POLICE ADVISORY COMMITTEE OF THE CITY OF BAYTOWN January 26, 2021 The Baytown Police Advisory Committee of the City of Baytown, Texas, met in a Regular Meeting on Tuesday, January 26, 2021, at 6:04 P.M. in the Innovation Room at the Sterling Municipal Library, 1 Mary Elizabeth Wilbanks Avenue, Baytown, Texas with the following in attendance: Eric Bolenbaucher Dr. Marissa Moreno Dr. June Stansky Richard Hunsinger Yulanda Braxton Officer Rene Hinojosa Officer Steve Ocanas Raphael D. Montgomery Kevin Troller Karen Horner Leticia Brysch Mike Holden Vice -Chairperson Committee Member (Teleconference) Committee Member Committee Member (Teleconference) Committee Member (Teleconference) Committee Member Committee Member Chairperson (Teleconference) Assistant City Manager City Attorney City Clerk Interim Police Chief Vice -Chairperson Eric Bolenbaucher, the Presiding Officer, convened the January 26, 2021, Baytown Police Advisory Committee Meeting with a quorum present at 6:04 P.M., all members were present with the exception of Committee Member Steve Ocanas, who arrived at 6:05 P.M. Due to the COVID 19 Disaster and the CDC's recommendation regarding social distancing measures there was limited amount of space when maintaining the required 6-feet separation from others. However, the meeting allowed for two-way communications for members of the public who were not allowed to be physically present at this meeting. 1. MINUTES a. Consider approving the minutes of the Baytown Police Advisory Committee Meeting held on December 8, 2020. A motion was made by Committee Member June Stansky, and seconded by Committee Member Rene Hinojosa, to approve the minutes of the Baytown Police Advisory Committee Meeting held on December S, 2020. The vote was as follows: Ayes: Chairperson Raphael D. Montgomery, Vice -Chairperson Eric Bolenbaucher, Committee Member Marissa Moreno, Committee Member June Stansky Committee Member Richard Hunsinger Committee Member Yulanda Braxton, and Committee Member Rene Baytown Police Advisory Committee Regular Meeting Minutes January 26, 2021 Page 2 of 4 Hinojosa Nays: None Other: Committee Member Steve Ocanas (Not Present for Vote) Approved 2. BUSINESS ITEMS a. Discuss and consider recommendations of the Mayor's Community Engagement Advisory Committee, including officer training, mental health decal program, police outreach events and complaint reporting process. Chairperson Raphael Montgomery presented the item and went through a slide presentation that provided an overview of the former Community Engagement Advisory Committee (CEAC) that was created by Mayor Brandon Capetillo, which held meetings between May 2019 to June 2020. Mr. Montgomery stated the purpose and focus of the CEAC, as well as their main recommendations. Effective October 11, 2020, the CEAC became the Baytown Police Advisory Committee (BPAQ as ordained by City Council. b. Discuss and prioritize those recommendations from the Mayor's Community Engagement Advisory Committee that it desires to further consider. Chairperson Montgomery stated that the committee should consider reviewing and discussing the CEAC recommendations to detennine those it wishes to further develop. Vice -Chairperson Eric Bolenbaucher stated that this is a very good start for this new committee and recommended that before moving forward, it is important that staff give input on each of the recommendations presented. Everything that is presented will need review and follow-through. Committee Member June Stansky stated some of the problems or issues they had with the CEAC committee, being a fonner member, and emphasized the need to have a better outreach program with the community. The committee members had a brief discussion regarding officers dealing with mental health issues. Chairperson Montgomery asked if the Police Department had mental health training, in which certain officers are called out for mental health situations. Assistant Chief Holden stated that the department does have crisis intervention officers that work different shifts, and are available to officers on patrol, if they are not on another call. Officer Steve Ocanas stated that they do have a 40-hour training course that is required, and is being used in the Police Academy and all new recruits are being trained. It is now required for them to get an intennediary 40-hour course. They have six officers that are trained in mental health crisis and they are re -certified every two years. The committee members then went through an exercise to help place the list of recommendations into what staff named buckets of concern and listed questions associated with each item as indicated below. MANAGER'S REPORT a. Receive training and education opportunities for the Baytown Police Advisory Committee. Assistant City Manager Kevin Troller presented the item and informed the committee that Mr. Mike Beard had resigned from the committee and that the position will be filled by the District 6 Council Member Mike Lester. Mr. Troller stated that their next meeting will be held on February 23, 2021, in the Innovation Room at the Sterling Municipal Library. He stated for their March 23rd meeting they have scheduled a tour and overview of the Baytown Police Department, and at their May 25th meeting, a F.A.T.S. training, or simulation exercise, will be provided at the Police Academy. He also stated that rides -along with patrol officers are not being conducted at this time due to COVID protocols. 4.
