OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
May 9, 2005
The City Council of the City of Baytown, Texas, met in work session on May 9, 2005, at 7:00 p.m.
in the Rec Room at Moler Hall, Lee College, West Gulf Street and Lee Drive, Baytown, Texas,
with the following in attendance:
Sammy Mahan Council Member
Scott Sheley Council Member
Sheryl G. Ward Council Member
Calvin Mundinger Mayor
Gary M. Jackson City Manager
Bob Leiper Deputy City Manager
Ignacio Ramirez, Sr. City Attorney
Gary W. Smith City Clerk.
Absent were: Ronnie Anderson, Council Member, Don Murray, Council Member, and Mercedes
Renteria III, Council Member.
The meeting was opened with a quorum present after which the following business was conducted:
Discussion of the Texas Avenue Redesign and Re- striping Project.
Roger Armstrong, Traffic Engineers, Inc., moderated the meeting. Mr. Armstrong presented the
various options for Texas Avenue.
Option A retains the current configuration.
Option B straightens the lanes and provides parallel parking on both sides.
Option C straightens the lanes and provides for 22.5 degree angled parking on both sides.
Option D straightens the lanes and provides for 60 degree angled parking on one side.
Option E straightens the lanes and provides for 45 degree angled parking on one side and parallel
parking on the other side.
Option F straightens the lanes and provides for parallel parking with a 3' curb — access space.
Mr. Armstrong also explained a plan that had been submitted by Mitchell Pearce that provides for
straightened lanes, parallel parking and a 3' space on each side of the parking areas.
The participants discussed the various options, outlining their preferences.

Dr. Chris Warlord stated his opposition to the parallel parking plans and his preference for 22.5
degree angled parking.
Al Busch stated that the Baytown Downtown Association had voted in favor of the Mitchell Pearce
plan.
Those in attendance unanimously agreed that the lanes should be straightened. The disagreement
was over angled parking versus parallel parking.
Greg Stubbs, Director of Planning and Development Services, suggested that only the traffic lanes
be marked.
Those in attendance voted on the options as follows:
A-0
B -0
C -8
D-0
E-0 and
F-6.
Mayor Mundinger asked that the business owners and the Baytown Downtown Association meet
and bring ajoint recommendation for Council to consider on Thursday, May 12, 2005.
Council Member Sheley stated that he would encourage the City to pave vacant lots for parking.
Mr. Stubbs, in response to a question, reviewed the priorities of Phase I of the Downtown Master
Plan. He noted that there was no deadline or timeline for implementing the Master Plan.
