2004 06 07 WS MinutesMINUTES OF THE WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN June 7, 2004 The City Council of the City of Baytown, Texas, met in work session on June 7, 2004, at 9:00 a.m. at the east end of Wye Drive, Baytown, Texas, with the following in attendance: Sammy Mahan Don Murray Mercedes Renteria III Ronnie Anderson Calvin Mundinger Gary M. Jackson Bob Leiper Gary W. Smith Absent was: Scott Sheley Council Member Council Member Council Member Council Member Mayor City Manager Assistant City Manager City Clerk Council Member The meeting was opened with a quorum present after which the following business was conducted: Ground breaking ceremony for the Police Academy and the Emergency Operation buildings. Mayor Mundinger greeted the audience and introduced the dignitaries. City Manager Jackson explained the history of funding and development of the buildings. The Police Academy is funded through the Crime Control and Prevention District Tax and the Emergency Operation Center is funded through Housing and Urban Development Grants. He commended the foresight of Council and the citizens in approving the CCPD tax to allow the construction of the Academy. He recognized the efforts of Assistant City Manager Leiper in working with Representative Ken Bentsen to secure funding for the EOC. Police Chief Jones explained that the Police Academy is the result of the tireless efforts of the Police Academy Advisory Board and will serve the community by providing a modern training facility for our police officers. Chief Brown explained that the EOC will provide a safe environment to coordinate a response to any emergency or disaster, natural or manmade; provide an environment for collaborative community communications during a disaster; and an environment to plan a response. Bob Merchant, Chairperson of the Police Academy Advisory Board recognized the Academy Board Members and thanked all that made the Academy building a reality. Assistant Fire Chief Bernard Olive explained that the EOC will provide a safe location for the local governmental entities and industries to communicate to respond to an emergency and restore order to the community. City Council, along with the City Manager, Assistant City Manager, Fire Chief, Police Chief, Assistant Fire Chief and Chairperson of the Police Academy Advisory Board, symbolically broke ground for the new buildings.
