OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
September 11, 2001
The City Council of the City of Baytown, Texas, met in emergency session on September
11, 2001, at 1:30 p.m. in the Council Chamber of Baytown City Hall, 2401 Market Street,
Baytown, Texas with the following in attendance:

Discuss local response to national emergency.
City Manager Monte Mercer reviewed the releases issued by the City, Goose Creek
Consolidated Independent School District, ExxonMobil, Bayer, Tier Two industries and
Harris County. The Emergency Operations Center met with representatives of local
government and industry to review actions that had been taken and to coordinate
activities. The Schools are open, but any absences will be excused. Lee College
cancelled classes. The heightened security will continue. Activity is expected to be
normal on Wednesday. The hospitals have increased their security and have necessary
personnel on standby. The national and state information sources are being tracked.
Prudent precautionary measures are being taken.
Warren Dold, ExxonMobil, reported that there is no reason to believe that local industry
is a target. The security alert will continue. ExxonMobil is mindful of the potential for
secondary responses from terrorists. No unscheduled visitors or deliveries are allowed.
Shell evacuated its downtown tower and reduced its plant to operating personnel.
Rev. Bland, Cedar Bayou Methodist Church, reported that the Church is coordinating an
area -wide blood drive with the support of the Methodist Hospital System, Goose Creek
Schools and the City.
Ruben DeHoyos offered any assistance to help provide communication to the Hispanic
community.
Coach Manley, GCCISD, reported that Horace Mann and DeZavala campuses could be

r used for shelter, should it be necessary.
Adjourn.
Council Member Murray moved to adjourn the meeting. Council Member Renleria
seconded the motion. The vote follows:
Ayes: Council Members Anderson, Godwin, Mundinger, Murray and Renteria
Mayor Alfam
Nays: None.
The meeting adjourned at 1:50 p.m.
