2001 07 10 WS MinutesMINUTES OF THE WORK SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN July 10, 2001 The City Council of the City of Baytown, Texas, met in work session on July 10, 2001, at 5:00 p.m. in the Stepping Stones Community Room of San Jacinto Mall, 6901 Garth Road, Baytown, Texas, with the following in attendance: Ronnie Anderson Coleman Godwin Calvin Mundinger Pete C. Alfaro Monte Mercer Karen Horner Gary W. Smith Absent were: Mercedes Renteria, III Scott Sheley Don Murray Council Member Council Member Council Member Mayor City Manager First Assistant City Attorney City Clerk Council Member Council Member Council Member The meeting was opened with a quorum present after which the following business was conducted: Presentation of the proposed Tax Increment Reinvestment Zone Number 1. City Manager Monte Mercer recognized the representatives of the various governmental and civic organizations present at the meeting. Will Dean, SJM Realty, provided a review of the proposed TIRZ area; performance of San Jacinto Mall; the proposed TIRZ plan, including the possibility for a hotel, convention center, convocation and fine arts center; residential construction; public plazas; and roadways for extending development in the area. Presently two national restaurants have submitted letters of intent to locate at the Mall and two anchors want to come to the Mall. The projected financial impact of the proposed TIRZ was presented. In response to an inquiry from a representative of the school district, David Hawes related that an elementary school is included in the proposed plan. In summary, Mr. Dean represented that the TIRZ would provide controlled development of the area; provide a quicker development pace; and create the Mall area as a gateway and destination for shopping, entertainment and business.
