OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
May 25, 2000
The City Council of the City of Baytown, Texas, met in special session on
May 25, 2000, at 1:15 p.m., in the Don M. Hullum Conference Room of the
Baytown City Hall, 2401 Market Street, with the following in attendance:

The meeting was opened with a quorum present, and the following
business was conducted:
Consider Proposed Resolution No. 000525 -1 amending Resolution No. 1430
to include reimbursement to Criminal Justice Division in the event of loss
or misuse of Juvenile Accountability Incentive Block Grant Program funds
The resolution approves the application and grant for a Juvenile
Accountability Incentive Block Grant Program at our Municipal Court. The
Municipal Court received the grant last year and the program has been
successful. The purpose of the grant is to hold the juvenile accountable for
his /her actions and behavior and to emphasize responsibility. The program is an
alternative to the juvenile having a criminal record.
The Resolution will amend Resolution 1430, passed on March 9, 2000,
approving the application and grant to provide that the City will reimburse the
'` Criminal Justice Division in the event of loss or misuse of funds.

Council Member Almendarez moved to adopt the resolution. Council
Member Mundinger seconded the motion. The vote follows:
Ayes: Council Members Almendarez, Mundinger,
Murray, Godwin, and Sheley

Nays: None
The motion carried.
RESOLUTION NO. 1446
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BAYTOWN, TEXAS, AMENDING RESOLUTION NO. 1430,
ENACTED ON MARCH 9, 2000, REGARDING THE JUVENILE
ACCOUNTABILITY INCENTIVE BLOCK GRANT PROGRAM;
AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
Consider Proposed Ordinance No. 000525 -1 retaining Ralph Andersen &
Associates to conduct the recruitment for the Assistant City
Manager /Public Services
The ordinance retains the firm of Ralph Andersen & Associates to conduct
the recruitment campaign for the Assistant City Manager /Public Services to
replace Herb Thomas upon his retirement. Ralph Andersen & Associates has
extensive experience in recruitment and personnel searches. They have
successfully conducted searches for major public entities nationwide. The
professional services will be for a fixed fee of $13,500, plus expenses, billed at
actual costs, estimated to be $7,000, with a cap of $9,000.
Council Member Almendarez moved to adopt the ordinance. Council
Member Mundinger seconded the motion. Council Member Godwin objected to
the cost of using a recruitment firm. Council Member Almendarez stated that he
approved of using the service because of the importance of the position. The
vote follows:
