2000 08 17 CC Minutes, SpecialMINUTES OF THE SPECIAL COUNCIL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN August 17, 2000 The City Council of the City of Baytown, Texas, met in special session on August 17, 2000, at 7:30 a.m. in the Hartman III Room of the Quality Inn, 300 South Highway 146 Business, Baytown, Texas with the following in attendance: Victor Almendarez Council Member Scott Sheley Council Member Calvin Mundinger Council Member Don Murray Council Member Ronnie Anderson Council Member Pete C. Alfaro Mayor Monte Mercer City Manager Ignacio Ramirez, Sr. City Attorney Gary W. Smith City Clerk Absent: Coleman Godwin Council Member The meeting opened with a quorum present. The following occurred: Welcome Mayor Alfaro recognized the guests present at the meeting and welcomed the members of the 2001 Capital Improvement Program Steering Committee. Introduction of Co- Chairs Mayor Alfaro introduced Steve DonCarlos and Ida Griffith as the Co- Chairs of the Steering Committee. Introduction of Subcommittee Chairpersons Steve DonCarlos introduced the Chair persons and Vice Chair persons of the following subcommittees: 20000817 -2 Minutes of the Special Session – August 17, 2000 Streets, Sidewalks & Signalization —Mike Wilson, Tommie Jones Parks —Bill Gilbert, Merle Hunt Finance — Reggie Brewer, John Adams A brief overview of the roles of each subcommittee was given. The Chairpersons were instructed to choose their own committee members but to insure that the committee reflects a cross - section of Baytown. Each subcommittee was requested to have its member list to the City Clerk by the end of August and begin meeting in early September. Finance was asked to meet with the City Manager after the meeting. Ida Griffith introduced the Chair persons and Vice Chair persons of the following subcommittees: Public Buildings /Automation /Equipment— Vivian Hemphill, Gary Englert Utilities —Joe Simon, Al Weatheral. The subcommittees were asked to keep the Co- Chairs informed of meeting schedules and report at the end of each month. Goals of Committee Steve DonCarlos reviewed the goals of the committee. The committee will meet with city staff, but the committee is to determine the city needs and to set the priorities. The staff is to provide assistance, not control. When the project list is determined, the committee will forward it to the Steering Committee. It will then be forwarded to City Council. Schedule Ida Griffith reviewed the significant milestones in the schedule. If there is a need for more time to study the issues, let the Co- Chairs know and they will take the matter to City Council. Study and recommend — September— November Report to Council— November 9 Election called— December 12 Public information campaign — November 20 —March 24 Election —March 24. la 20000$17 -3 Minutes of the Special Session — August 17, 2000 Review of 1990 CIP Steering Committee Recommendations Monte Mercer reviewed the results of the 1996 Capital Improvement Program Steering Committee. Improvements in the amount of $33,000,000 were recommended to streets, drainage, and sewer. Mr. Mercer suggested selling Certificates of Obligation for a conference center. Plans are being developed and will be presented to Council. CCPD Board had been approved and funded. A new jail and court facility is being built and a new radio system was installed from this recommendation. Overview of Projects Monte Mercer reviewed the 'potential projects. The department heads have been asked to list their needs and prioritize them, but this list is only a starting point. A recommendation will be delivered to the Parks subcommittee on the aquatic center. The Chevron Award, recently announced, reflects the benefit of planning and investment in the community. Mayor Atfaro's Comments Mayor Alfaro asked if there were any questions. Scott Sheley asked how volunteers could be directed.
