1999 12 06 CC Minutes, SpecialMINUTES OF THE SPECIAL SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN December 6, 1999 The City Council of the City of Baytown, Texas, met in special session on December 6, 1999, at 7:30 a.m., in the Don M. Hullum Conference Room with the following in attendance: Coleman Godwin David Byford Calvin Mundinger Scott Sheley Monte Mercer Ignacio Ramirez Eileen P. Hall Absent: Pete C. Alfaro Victor Almendarez E. Frank Hinds, Jr. Mayor Pro Tempore Council Member Council Member Council Member City Manager City Attorney City Clerk Mayor Council Member Council Member The meeting was opened with a quorum present after which the following business was conducted: Consider Confirmation of the City Manager's Appointment of Director of Planning and Community Development City Manager Mercer requested confirmation of the appointment of Dennis Smith as Director of Planning and Community Development. Mr. Smith has extensive experience in all phases of municipal operations. He has worked for the cities of College Station, Converse, Brady, and Pearland. His position in Pearland was Director of Planning where he developed their 1998 Comprehensive Plan. He served as city manager in Converse and Brady. He has also had exposure to a Main Street Program. Council Member Sheley moved to confirm the appointment of Dennis Smith as Director of Planning and Community Development. Council Member Mundinger seconded the motion. The vote follows: 991206 -2 Minutes of Special Session — December 6, 1999 Ayes: Council Members Byford, Mundinger and Sheley Mayor Pro Tempore Godwin Nays: None Consider Proposed Ordinance, Awarding the Contract for the Repair of the Aerial Ladder (Reserve Ladder 4) on Sole Source Basis The proposed ordinance awards the contract for the repair of the aerial ladder (Reserve Ladder 4) on a sole source basis to Special Equipment Services of Kaufman, Texas, in the amount of $15,000. Following repairs to the aerial ladder electrical swivel and rotation hydraulics authorized in last year's budget, a certification test by Underwriters Laboratories was required. During this test on November 16, a hydraulic failure occurred. It will be necessary to disassemble the boom to determine the exact extent of the repairs necessary. The estimate, if the internal cylinder requires repair, is $15,000. We will have a better projection on total repair costs once the boom is removed and disassembled. The certification tests will have to be performed again, following this repair. Special Equipment Services is the sole source for repair of this aerial device. Council Member Sheley moved for adoption of the ordinance; Council Member Mundinger seconded the motion. The vote follows: Ayes: Council members Byford, Mundinger and Sheley Mayor Pro Tempore Godwin Nays: None ORDINANCE NO. 8780 AN ORDINANCE AUTHORIZING THE PAYMENT OF THE SUM OF FIFTEEN THOUSAND AND NO /100 DOLLARS ($15,000.00) TO SPECIAL EQUIPMENT SERVICES AS THE SOLE SOURCE FOR THE REPAIR OF THE AERIAL LADDER ON RESERVE LADDER 4; MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
