OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
May 4,1999
The City Council of the City of Baytown, Texas, met in special session on
May 4, 1999, at 11:00 a.m., in the Council Chamber of the Baytown City Hall with
the following in attendance:
Victor Almendarez Council Member
Manuel Escontrias Council Member
E. Frank Hinds, Jr. Council Member
Coleman Godwin Council Member
Scott Sheley Council Member
Pete C. Alfaro Mayor
Monte Mercer City Manager
Ignacio Ramirez City Attorney
Eileen P. Hall City Clerk
Absent: David Byford Council Member
The meeting was opened with a quorum present, and Council Member
Escontrias led the pledge of allegiance and the invocation, after which the
following business was conducted:
Consider Proposed Resolution No. 99054 -1 Canvassing the Returns of the
Municipal Election held on May 1, 1999
Council canvassed the election returns of the municipal election held on
May 2, 1999, which reflected the following results:
For Council Member District No. 1
Loretta Roux 116 votes
Victor Almendarez 162 votes
David Aiken 22 votes

Manuel Escontrias 337 votes
Calvin Mundinger 590 votes.
Council Member Escontrias moved to adopt the resolution. Council
Member Almendarez seconded the motion. The vote follows:
Ayes: Council Members Almendarez, Escontrias
Hinds, Godwin, and Sheley
Mayor Alfaro
Nays: None
RESOLUTION NO. 1388
A RESOLUTION CANVASSING THE RETURNS OF THE
REGULAR MUNICIPAL ELECTION HELD WITHIN THE CITY OF
BAYTOWN ON THE 1sT OF MAY 1999 FOR THE PURPOSE OF
ELECTING ONE COUNCIL MEMBER FROM DISTRICT NO. 1
AND ONE COUNCIL MEMBER FROM DISTRICT NO. 3;
DECLARING THE RESULTS OF THE ELECTION; FINDING
THAT NOTICE OF THE ELECTION WAS PROPERLY HELD AND
THE RETURNS THEREOF MADE BY THE PROPER OFFICIALS
IN ACCORDANCE WITH THE LAWS OF THE STATE OF TEXAS;
AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
Administer Oaths of Office to Newly Elected Council Members
Ignacio Ramirez, City Attorney, administered Oaths of Office to the newly
elected council members.
Adjourn
As there was no further business to be transacted, the meeting was
adjourned.
