OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
December 11, 1998
The City Council of the City of Baytown, Texas, met in special session on
December 11, 1998, at 3:30 p.m., in the Don M. Hullum Conference Room of the
Baytown City Hall with the following in attendance:

David Byford
Manuel Escontrias
E. Frank Hinds, Jr.
Coleman Godwin
Scott Sheley
Pete C. Alfaro
Eileen P. Hall

The meeting was opened with a quorum present after which the following
business was conducted:
Review and Select Interview Questions
Council selected eleven interview questions and agreed to allow two
minutes to each candidate at the conclusion of the interview for summarization.
Council concurred that the City Clerk would ask the questions of both candidates.
Interview Candidates for the Position of City Manager
The candidates drew for interview position. The candidates were
interviewed as follows:
Ignacio Ramirez First
Monte Mercer Second

Make Job Offer to Selected Candidate and Consider Appointment of City
Manager to be Effective February 1, 1999
Mayor Alfaro opened the floor for nominations. Nominations were made
as follows:
Council Member Sheley nominated Monte Mercer. Council Member
Escontrias nominated Ignacio Ramirez.
Council discussed the qualifications and experience of both candidates.
Council Member Byford moved to appoint Monte Mercer effective February 1,
1999, by acclamation; Council Member Escontrias seconded the motion. The
vote follows:
Ayes: Council Members Almendarez, Byford, Escontrias
Hinds, Godwin, and Sheley
Mayor Alfaro
Nays: None
Council Member Hinds moved to offer Mr. Mercer a salary of $95,000
annually. His car allowance would remain $300 monthly. Council Member
Byford seconded the motion. The vote follows:
Ayes: Council Members Almendarez, Byford, Escontrias
Hinds, Godwin, and Sheley
Mayor Alfaro
Nays: None
Mayor Alfaro asked Mr. Mercer to step back into the conference room
where he accepted Council's offer.
Adjourn
As there was no further business to be transacted, the meeting was
adjourned.
