1998 01 30 CC Minutes, EmergencyMINUTES OF THE EMERGENCY SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN January 30, 1998 The City Council of the City of Baytown, Texas, met in emergency session on January 30, 1998, at 12:00 noon, in Room 117, City Hall, 2123 Market Street, with the following in attendance: Victor Almendarez David Byford Manuel Escontrias Stephen DonCarlos Scott Sheley Pete C. Frank Hinds, Jr. Council Member The meeting was opened with a quorum present and the following business was conducted: City Manager's Comments Council Member Almendarez has submitted a letter withdrawing his resignation, and he continues to be a legal, voting member of the City Council. Consider Proposed Ordinance No. 980130 -1 Declaring an Emergency Situation and Authorizing the Repair of the Mabry Sanitary Sewer Line A section of ten -inch concrete sewer line on Mabry Street has collapsed. Public Works has attempted point repairs to provide service to residents on the street, but the repairs have not been successful. The project includes replacement of 464 feet of ten -inch line by pipe bursting. In addition, an abandoned sewer line located in the easement behind Raintree Drive will be grouted. Allco, Inc. will perform the work for $45,510 using the same unit prices as the contract for the pipe bursting project on Ward, Cedar, Elton, and Bayou. The contract duration will be ten working days. Funding is from a Texas Water Development Board loan. 980130 -2 Minutes of Emergency Session — January 30, 1998 Council Member Almendarez moved to adopt the ordinance. Council Member Escontrias seconded the motion. The vote follows: Ayes: Council Members Byford, Escontrias, DonCarlos, Almendarez, and Sheley Mayor Alfaro Nays: None ORDINANCE NO. 8188 AN ORDINANCE DECLARING THAT AN EMERGENCY SITUATION EXISTS, AUTHORIZING THE PAYMENT OF THE SUM OF FORTY -FIVE THOUSAND FIVE HUNDRED TEN AND NO /100 DOLLARS ($45,510.00) TO ALLCO, INC., FOR REPAIR OF THE MABRY STREET SANITARY SEWER LINE; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. Consider Proposed Ordinance No. 980130 -2 Amending the Engineering Service Agreement with Langford Engineering, Inc., to Perform Engineering Investigative Services and to Prepare a Recommendation for the Repair of the Savell Drive Sanitary Sewer Collection System The ordinance amends the engineering service agreement with Langford Engineering, Inc., in the amount of $20,000. A sanitary sewer overflow occurs at a manhole near the intersection of Savell and Gulfway. The situation must be resolved because of probable issuance of an Administrative Order by TNRCC. The project includes cleaning and televising sewer lines, evaluating the condition of the pipe and manhole, reviewing the lift station capacity, and preparing a written recommendation to correct Whispering Pines' sanitary sewer collection system. Council Member DonCarlos moved to adopt the ordinance. Council Member Almendarez seconded the motion. The vote follows: Ayes: Council Members Byford, Escontrias, DonCarlos, Almendarez, and Sheley Mayor Alfaro Nays: None 980130 -3 Minutes of Emergency Session — January 30, 1998 ORDINANCE NO. 8189 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, APPROVING AMENDMENT NO. 11 TO THE AGREEMENT FOR ENGINEERING SERVICES BETWEEN THE CITY OF BAYTOWN AND LANGFORD ENGINEERING, INC., TO PERFORM ENGINEERING INVESTIGATIVE SERVICES AND TO PREPARE A RECOMMENDATION TO REPAIR THE SANITARY SEWER COLLECTION SYSTEM ALONG SAVELL DRIVE IN THE AMOUNT OF TWENTY THOUSAND AND NO /100 DOLLARS ($20,000.00); AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. City Manager's Report Engineering Position At the City Manager's request, Mr. Herbert Thomas stated that the City had a lot of projects being fast tracked over the next two years with the Crime Control and Prevention facilities such as the jail, the municipal court, and the police academy. In addition, there are street and drainage projects, the animal shelter, utility projects, and the conference center, projects that add up to almost $20 Million. The City has two engineers, the City Engineer who oversees the Engineering and Inspections Departments. He has one assistant. Over fifty percent of the assistant engineer's time is spent working with developers because of the amount of interest in Baytown. The services of a project engineer with a civil engineering background are needed to oversee projects. The salary for this position should be in the $45,000 range. Rolland J. Pruett Rolland Pruett hopes to go home from the hospital soon. Librarian The City Manager stated his intent to recommend the hire of Denise Fischer to replace Flora Wilhite as City Librarian. Ms. Fischer has worked for the City since 1979 and has been Ms. Wilhite's assistant for ten years. She has a master's degree and the starting salary will be below the mid -point at $4,415 per month. Confirmation of Ms. Fischer's appointment will be on the next regular agenda. 980130 -4 Minutes of Emergency Session — January 30,1998 Drainage Mr. Thomas said that since the rains on the 2151, the City has received many calls about drainage problems. Public Works has inspected every site and each site has a different need and a number require capital work but no contract capital work will take place until July. It will take that much time to retain an engineer to prepare the plans and specifications, advertise for bids, and award the contract. Some of the smaller projects that fall under the category of capital and are within the City's capabilities will be performed by City crews. In Lakewood, there is a problem on Wildrose; that project will start Monday. The Cedar Bayou Project will take place in about two weeks.
