1998 01 13 CC Minutes, EmergencyMINUTES OF THE EMERGENCY SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN January 13,1998 The City Council of the City of Baytown, Texas, met in emergency session on January 13, 1998, 4:30 p.m., at 2123 Market Street, with the following in attendance: Victor Almendarez Stephen DonCarlos Scott Sheley Pete C. Alfaro Bobby Rountree Ignacio Ramirez Eileen P. Hall Council Member Council Member Council Member Mayor City Manager City Attorney City Clerk Absent: David Byford Council Member Manuel Escontrias Council Member E. Frank Hinds, Jr. Council Member The meeting was opened with a quorum present after which the following business was conducted: Consider Proposed Ordinance No. 980113 -1 Declaring an Emergency Situation and Authorizing the Repair of the Sewer Line and Related Appurtenances in the Vicinity of 1008 East Baker Road Mr. Herbert Thomas, Assistant City Manager/Public Works Director, said that due to the recent heavy rains, concrete sewer lines where the top had deteriorated allowed rainwater to infiltrate the system causing a large cave -in. There were two cave -ins. One was repaired yesterday by City crews. The sanitary sewer line on East Baker Road, fifteen inches in diameter, fifteen feet deep, has caved in. The city does not have the equipment to do the job; therefore, the hire of a contractor is necessary. One home has sewage in it. In addition, city crews are bypassing into Harris County Flood Control's ditch. The bypass pumping is from manhole to manhole. There is hose running across seven yards and seven driveways. The residents are parking on the street, which is very narrow and hazardous. The pumping is done around the clock by a diesel engine which is very noisy. 980113 -2 Minutes of Emergency Session —January 13, 1998 Contractors are very busy right now; therefore, the City will have difficulty finding someone to respond to this. The worst case scenario is replacement of two manholes and pipebursting five hundred feet of pipe. At fifteen feet, depending on the condition of the soil, well pointing might be necessary. The funds will come from the Texas Water Development Board Emergency Funds. Council Member Sheley moved to approve the ordinance. Council Member Almendarez seconded the motion. The vote follows: Ayes: Council Members DonCarlos, Almendarez, and Sheley Mayor Alfaro Nays: None ORDINANCE NO. 8171 AN ORDINANCE DECLARING THAT AN EMERGENCY SITUATION EXISTS; DIRECTING THE DIRECTOR OF UTILITIES TO OBTAIN INFORMAL BIDS FOR THE REPAIR OF THE SANITARY SEWER LINE AND OTHER RELATED APPURTENANCES IN THE VICINITY OF 1008 EAST BAKER ROAD; AUTHORIZING THE PAYMENT OF A SUM NOT TO EXCEED ONE HUNDRED THOUSAND AND NO /100 DOLLARS ($100,000.00) TO THE LOWEST RESPONSIBLE BIDDER FOR SUCH REPAIRS; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. Mayor Alfaro Comments At the Mayors' and Councils' Meeting, Mayor Alfaro was asked to submit a nominee for the Texas Water Development Board as a result of Senate Bill No. 1 which created Regional Water Planning. The nominee I have submitted, Roy Fuller, will be considered Thursday at the meeting in Humble. There may be other candidates and the nominee selected may or may not be appointed by the Texas Water Development Board. Mayor Alfaro reminded everyone to vote on Saturday, January 17.
