2013 09 24 CC Minutes, SpecialMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN September 24, 2013 The City Council of the City of Baytown, Texas, met in a Special Meeting on Tuesday, September 24, 2013, at 6:00 P.M. in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Brandon Capetillo Council Member Robert Hoskins Council Member David McCartney Council Member Tent' Sain Council Member Robert D. Leiper Ron Bottoms Kevin Troller Ignacio Ramirez Leticia Brysch Keith Dougherty City Manager Deputy City Manager Assistant City Manager City Attorney City Clerk Sergeant at Arms Mayor Pro Tem Hoskins convened the September 24, 2013, City Council Special Meeting with a quorum present at 6:00 P.M., all members were present, with the exception of Mayor Stephen H. DonCarlos, Council Member Mercedes Renteria III and Council Member Scott Sheley who were absent. 1. PUBLIC HEARING a. Conduct the first public hearing regarding a proposal to increase total tax revenue form properties on the tax roll in the preceding tax year by 1.79 percent. Mayor Pro Tem Hoskins opened a first public hearing regarding a proposal to increase total tax revenues from properties on the tax toll in the preceding tax year by 1.79 percent at 6:00 p.m. There being no one signed up to speak on this item, Mayor Pro Tem Hoskins asked the City Manager to summarize the topic of the hearing. City Manager Leiper stated that this first public hearing is to allow all interested parties the right to attend and speak regarding a proposal to increase total tax revenues from properties on the tax roll in the preceding tax year by 1.79 percent, which is the percentage by which proposed tax rate exceeds effective tax rate calculated under Chapter 26, Tax Code. He further stated that individual taxes may increase at a greater or lesser rate, or even decrease, depending on the change in the taxable value of the property in relation to the change in taxable value of all other property and the tax rate that is adopted. City Manager Leiper stated that notice of this public hearing was posted on the City's notice City Council Special Meeting Minutes September 24, 2013 Page 2 of 2 boards, website and cable television station on Friday, September 13, 2013, and published in The Baytown Sun on Tuesday, September 17, 2013. The second public hearing regarding this item is scheduled for "Tuesday, October 1, 2013, at 4:30 p.m. in the Baytown Council Chamber, with Council tatting action on the tax rate on Monday, October 14, 2013, at 6:00 p.m. There being no one else desiring to speak on this item, Mayor Pro Tern Hoskins closest the public hearing at 6:02 p.m. 2, MANAGER'S REPORT There was no report.
