MINUTES OF THE SPECIAL SESSION
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
July 8, 2008
The City Council of the City of Baytown, Texas met in special session on July 8, 2008 at
2:00 P.M. in conjunction with the Workshop on Unified Land Development Code hosted
by the Planning Department.

1. DISCUSSIONS
2:04 P.M. The Workshop convened.
Planning Director Kelly Carpenter provided information following the format below:
Visual Preference Survey in the back of the room … Why … What is it?
What is a Unified Development Code?
Why do a unified development code? The core values considered for a development
code; Vision Statement; Baytown 2025 Plan; direction from Council and the public in the
vision statement.
Who is working on the unified code? Staff of the departments that review development,
issue permits, and work with neighborhoods currently. P and Z, may be a subcommittee,
developer groups.
What is the processes for preparing a new unified development code? Discuss the
milestones and public education, P and Z, neighborhood associations and developer
groups.
What are some of the major issues that will be addressed?
How to preserve existing residences in Baytown?

How to improve existing commercial corridors (like Garth)?
How to implement buffers between land uses?
How to improve our streetscapes and landscaping?
Improvements to LI zoning category: adopted Dec 07; issues started arising with existing
Baytown Industrial businesses that wanted to expand and could not; survey done of where
industry exists today; review of the effects of the LI zoning district on ability to expand;
alternatives to the existing zoning map and to the LI district; amended after work session
with P and Z; brief overview of ordinance.
Consider public comments on separation, buffers and environmental standards.
The Workshop closed at approximately 3:05 P.M.
