MINUTES OF THE SPECIAL SESSION
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
February 7, 2006
11:30 a.m.
The City Council of the City of Baytown, Texas, met on February 7, 2006, at 11:30 a.m. at the
Goose Creek Country Club, 5000 Country Club Drive, Baytown, Harris County, Texas with the
following in attendance:
Ronnie Anderson Council Member
Brandon Capetillo Council Member
Sammy Mahan Council Member

Calvin Mundinger Mayor
Gary M. Jackson City Manager
Bob Leiper Deputy City Manager
Kelvin Knauf Assistant City Manager
Absent were: Council Members Renteria and Sheley
A quorum of members of the Baytown City Council may attend the speech regarding the
‘State of the City’ presented by Mayor Mundinger to the Baytown Chamber of Commerce
at the date, time and location listed above.
Gilbert Santana introduced Mayor Mundinger.
Mayor Mundinger spoke about the following topics: Senior citizens property tax cap, city cable
Channel 16 to televise Council meetings, the updated City web page, the demolition of 143
substandard buildings, TxDot landscaping Decker Drive, street repairs, Baytown Area Water
Authority purchasing water from the City of Houston until the Year 2040, the development of
the Unified Land Development Code, the Downtown Master Plan and other economically
disadvantaged areas of the city, and appointment of a full time municipal court judge. Mayor
Mundinger also spoke about expanding the utility capital improvement plan to $130 million, the
northeast wastewater treatment facility, increasing the capacity of the West District Wastewater
Plant, the Beautification Commission and beautification efforts, the Youth Advisory
Commission, the sales tax initiative used for the police academy and the Wayne Gray Sports
Complex, the community’s response to Hurricanes Katrina and Rita including updating the City
personnel Policy on essential personnel policy. The Mayor also mentioned the crime control and
fire control/EMS sales tax, amending the city charter and appointing a standing charter review
committee, economic development, working relationships with other governmental jurisdictions,
the sound financial condition of the City government, and the need to work together to build
Baytown.
Council Member Mahan spoke about lowering the Insurance Service Organization lowering the
rating for Baytown, which results in lower insurance premiums for Baytown residents and
businesses.
