2006 01 27 CC Minutes, Special Minutes of the Special Session Of The City Council of the City of Baytown Friday, January 27, 2006 – 10:05 a.m. The City Council of the City of Baytown, Texas, met in special session on January 27, 2006, at 10:05 a.m. at the Robert P. Merchant Police Academy, 203 E. Wye Drive, Baytown, Texas, with the following in attendance: Ronnie Anderson Council Member Don Murray Council Member Sammy Mahan Council Member Brandon Capetillo Council Member Gary M. Jackson City Manager Bob Leiper Deputy City Manager Kelvin Knauf Assistant City Manager Ignacio Ramirez, Sr. City Attorney Lorri Coody City Clerk Mayor Mundinger was absent as were Council Member Sheley and Council Member Renteria. The meeting was opened with a quorum present after which the following business was conducted: A quorum of members of the Baytown City Council attended and participated in the ribbon cutting for the Robert P. Merchant Police Academy Building. The Ribbon Cutting was opened by a presentation of colors by the Baytown Police Color Guard. Chief Jones gave a brief introduction and the Invocation was led by Mike Proctor, Police Chaplin. Chief Jones introduced Mayor Pro-tem Ronnie Anderson, City Manager Gary Jackson, Deputy City Manager Bob Leiper, Assistant City Manager Kelvin Knauf and Council Members Brandon Capetillo, Don Murray, Sammy Mahan. He recognized members from TECLOSE, the 100 Club, the FBI, community groups and Congressman Ted Poe. Chief Byron Jones introduced former Assistant Chief Merchant and gave background information on Mr. Merchant’s career, accomplishments and his dedication to this project. He also recognized Bill Pederson and the engineering staff for their contributions as well as Travis Doughty and the purchasing staff. Chief Jones then gave a history of the training facility for the Police Department and the various locations where training took place throughout the years. Former Assistant Chief Robert P. Merchant gave a history of the training facility, recognized his family and gave his thanks for the support of this project. He asked for continued support for the challenges that face us. Mayor Pro Tem Ronnie Anderson welcomed the attendees. He remarked on the hard work and dedication of all involved and that it is a great tribute and honor to Mr. Merchant. He also expressed his wish of ongoing and continued support of this project. Page 2 of 2 Minutes of the Special Session – January 27, 2006 City Manager Jackson commented on the importance of the facility and that the money that was spent is an investment in our Police Department and the Community. Mr. Jackson thanked everyone for coming. The Ribbon Cutting proceeded and the public was invited to view the facility.
