March 17, 2021
The Board of Directors of the Baytown Area Water Authority (BAWA) met in a Regular Meeting
on Wednesday, March 17, 2021, at 4:30 P.M., in the Council Chamber of the Baytown City Hall,
2401 Market Street, Baytown, Texas with the following in attendance:

President Bradley Smith convened the March 17, 2021, BAWA Board Regular Meeting with a
quorum present at 4:30 P.M., all members were present, with the exception of Director Brandon
Benoit who was absent.
1. PROPOSED RESOLUTIONS
a. Consider a resolution authorizing a Consulting Services Agreement with Carollo
Engineers, Inc., for engineering services related to Cold Weather Support to the Baytown
Area Water Authority (BAWA) Fritz Lanham Water Treatment Plant.
Assistant Director of Engineering Andrea Brinkley presented the item and stated that this is a small
contract to examine a particular portion of our main water plant as there are some valve issues that
they experienced with cold weather issues, which is an operational difficulty that is significant,
and the manual operation of these valves is required at this time. They would like to bring in a
consultant to study what needs to be done, the feasibility to make those electronically motor
actuated and this is a small contract to get started on that effort. It is expected that we would then
take this budget estimate and seek funding for the work that needs to be done as they do not
currently have the construction portion of this in the budget, but this is supported by the budget in
Professional Services. This is a contract with Carollo Engineers for the amount of $53,011.
Ms. Brinkley clarified that this is in particular for the main plant as the BAWA East Plant did not
experience the same difficulty with the valves. They have one GST at BAWA East but if needed,
and they wanted to make certain that everything was in lockstep, they could expand that to include
that scope as well. She stated that this particular effort will require an electrical engineer with
mechanical and electrical expertise so when it comes to something like this we would typically
want to look at the cost and the difficulty. If that can be provided in-house they can do that, but in
this case, they really do not have that expertise, and would want to make sure that they had a
professional engineer who is very adept at water systems, in particular large plant operations such
as our BAWA main plant, to be the one to do the work.

A motion was made by Vice President Mike Wilson, and seconded by Secretary Frank McKay III
to approve Resolution No. 2021-06, related to Item 1.a. The vote was as follows:

AREA WATER AUTHORITY AUTHORIZING THE GENERAL MANAGER
TO EXECUTE A CONSULTING SERVICES AGREEMENT WITH CAROLLO
ENGINEERS, INC., FOR ENGINEERING SERVICES RELATED TO COLD
WEATHER SUPPORT TO THE BAYTOWN AREA WATER AUTHORITY
FRITZ LANHAM WATER TREATMENT PLANT; AUTHORIZING
PAYMENT IN AN AMOUNT NOT TO EXCEED FIFTY-THREE THOUSAND
ELEVEN AND NOI100 DOLLARS ($53,011.00); MAKING OTHER
PROVISIONS RELATED THERETO; AND PROVIDING FOR THE
EFFECTIVE DATE THEREOF.
2. REPORTS
a. Receive an update regarding the Baytown Area Water Authority East Plant Project.
Assistant Director of Engineering Andrea Brinkley presented the Board with a slide presentation
to showcase the progress of the Baytown Area Water Authority East Plant Project. She stated that
the report covers progress over the past two months as they did not hold a board meeting in
February.
b. Receive an update regarding the Baytown Area Water Authority Chemical Feed
Project.
Assistant Director of Engineering Andrea Brinkley presented the board members with a slide
presentation to provide an update on the Chemical Feed Project. She stated that they are at the
finish line and the project is substantially complete, and they are just working on punch list work
items at this moment. Ms. Brinkley indicated that they did have to perform some repairs due to the
winter storm at the end of February.

3. MANAGER'S REPORT
a. The next regularly scheduled Baytown Area Water Authority meeting is Wednesday,
April21, 2021, at 4:30 p.m., in the Council Chamber located at City Hall, 2401 Market Street,
Baytown, Texas 77520.
Assistant City Manager Nick Woolery stated that he had nothing to add to this item.
4. ADJOURN
With there being no further business to discuss, President Bradley Smith adjourned the
Wednesday, March 17, 2021, BAWA Board Regular Meeting at 4:46 P.M.
