The City Council of the City of Baytown, Texas met in a Retreat, on Friday, March 19, 2021 at
8:00 A.M., in the Clubhouse at Evergreen Park, 1530 Evergreen Road, Baytown, Texas,
77523, with the following in attendance:

Mayor Capetillo convened the March 19, 2021, City Council Retreat with a quorum present at
8:00 A.M., all members were present.
1. DISCUSSIONS
a. Receive and discuss a presentation regarding the City's Pavement Condition Index
(PCI) data and Street Preservation Plan.
Director of Public Works and Engineering Frank Simoneaux presented the item discussing
background information in regards to the streets, the pavement preservation, and the updates to
the City's Pavement Condition Index. Mr. Simoneaux discussed the two types of pavements such
as hot mix asphalt concrete, and Portland cement concrete. The two different types of pavements
both have similar causes of failure such as water infiltration, ultraviolet rays, and weathering.
The best thing to do when the roads are constructed is to properly gear maintenance techniques
to keep water out of the base of the pavement. Mr. Simoneaux continued to discuss the different
techniques of pavement preservation to extend the life of the pavement in an inexpensive method
first. He went on to discuss the different road types in the city and which technique would be
applied to certain roads.

Director of Public Works and Engineering Frank Simoneaux presented the item and discussed
future changes that would occur to city facilities and departments. The changes in City Hall such
as the City Clerk's Office being repurposed to a Human Resources Training Center, adding
restroorns, and the reconfiguring of offices for better function. The next building that was
reviewed was the Health building, and the changes that will occur when the Police department
relocates to the public safety building. The Library would also receive a couple of activity
rooms, and accessibility to the offices.
C. Discuss sidewalk master planning and Americans with Disabilities Act (ADA)
compliance.
Assistant to the City Manager Brian Moran presented the item discussing the background and
history of ADA. He continued to explain the requirements, and plans in place to facilitate
compliance with ADA regulations. The first year of the plan includes sidewalks, bus shelters,
intersections and city facilities.
Assistant City Manager Nick Woolery discussed the different opportunities the city had to
handle the sidewalks when hiring a consultant who will assess the sidewalks throughout the city.
The Harris County Transit partnership has assisted in adding sidewalks to the city. A proposal
has been submitted to 11arris County Transit adding a little over one million dollars' worth of
sidewalks to be constructed in 2021. The proposal is pending approval from a federal loan. Mr.
Woolery discusses the projects planned such as the street trail, street reconstruction projects, and
drainage projects that would all assist in facilitating the sidewalk projects. There are three
projects that would add a good quantity of sidewalks to the City of Baytown.
2. BUISNESS ITEMS
a. Prioritize Council initiatives and strategies for the Imagine Baytown Year 5
Implementation Plan.
City Manager Rick Davis presented the item stating that many of the initiatives are initiatives the
city is already engaged in either pertaining to policy decisions that will be addressed in the
future, advocating and pushing things ahead. Mr. Davis discussed council initiatives and
strategies, which would include neighborhood speeding, vagrancy, neighborhood quality, and
outdoor lighting. Mr. Davis stated that each initiative will require one or the other in regards to
the investment of funds, staff, time, analysis, and expertise from the outside. Neighborhood
speeding requires a budget impact in regards to the appropriate money for patrol. Vagrancy
requires internal planning in order to facilitate a strategy to address the issue. Neighborhood
quality is currently being addressed with the improvements occurring to the sidewalks. Outdoor
lighting requires a comprehensive analysist and a new strategy to address the lighting issues
within the city. City Manager Rick Davis went on to discuss the directions of the exercise taking
place with the eighteen (18) different dots divided into three colors, red, yellow, and green on the
white board. Red is the highest priority, yellow and green are coordinates. The council members
went forth and added red dots to initiatives they felt were most important.
