2021 03 17 CC Minutes, JointMINUTES OF THE JOINT SPECIAL MEETING OF THE CITY COUNCIL AND THE BAYTOWN AREA WATER AUTHORITY OF THE CITY OF BAYTOWN March 17, 2021 The City Council and the Directors of the Baytown Area Water Authority (BAWA) of the City of Baytown, Texas, met in a Joint Special Meeting on Wednesday, March 17, 2021, at 4:47 P.M. in the Council Chamber of the Baytown City Hall, 2401 Market Street, Baytown, Texas with the following in attendance: Laura Alvarado Council Member (Teleconference) Chris Presley Council Member Charles Johnson Council Member Heather Betancourth Mayor Pro Tern Jacob Powell Council Member Mike Lester Council Member Brandon Capetillo Mayor Rick Davis City Manager Nick Woolery Presiding Manager Karen Homer City Attorney Angela Jackson Deputy City Clerk Mike Holden Interim Sergeant at Anns Brenda Bradley -Smith President, BAWA Mike Wilson Vice President, BAWA Frank McKay III Secretary, BAWA Mayor Capetillo convened the March 17, 2021, City Council Joint Special Meeting with the Directors of the Baytown Area Water Authority (BAWA) with a quorum present at 4:47 P.M., all members were present, with the exception of BAWA Director Brandon Benoit. Due to the COVID 19 Disaster and the CDC's recommendation regarding social distancing measures there was limited amount of space when maintaining the required 6-feet separation from others. However, the meeting allowed for two-way communications for members of the public who were not allowed to be physically present at this meeting. 1. DISCUSSIONS a. Receive and discuss a presentation regarding the City's After -Action Review of the February extreme winter storm. City Manager Rick Davis initiated the discussion by stating that it has been almost a month since we experienced the winter freeze and they would like to present to them an after -action report in City Council and BAWA Joint Special Meeting Minutes March 17, 2021 Page 2 of 2 basically three pieces: 1) a description of what exactly occurred during those days, 2) what we were able to do in order to help mitigate those factors and what we learned, and 3) what our plan is going forward. Mr. Davis then had the Director of Public Works and Engineering Frank Simoneaux provide the presentation to Council and the BAWA Directors regarding the City's After -Action Review of the February extreme winter storms Uri and Viola. Mr. Simoneaux proceeded to provide an overview of the Baytown Area Water Authority, a summary of events that took place the week of February 14-21, 2021, the causes of failure at the different facilities, the proposed improvements, and the commitment of staff as shown on the copy of the slide presentation attached hereto. At the end of the presentation, the BAWA Directors and Council Members proceeded to ask Mr. Simoneaux questions in regards to the expenditures and grant proposals, the testing of the generators, routine equipment maintenance at the different facilities, and the execution of a winterization program for the City. City Manager Rick Davis provided closing comments and stated that what he told staff is that "the sin does not lie on what happened, it would be in what we do not do as a result, what we do not learn, and what we do not change as a result of this." He stated that just like Harvey, which was an incredibly extraordinary event, we are going to be better prepared the next time and believes they can assure them of that. 2.
