OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
December 29, 1997
The City Council of the City of Baytown, Texas, met in special session on
December 29, 1997, at 12:30 p.m., in the Baytown City Hall, 2123 Market Street, with
the following in attendance:

The meeting was opened with a quorum present after which the following
business was conducted:
Hold the Public Hearing on the Designation or Establishment of the Chevron
Reinvestment Zone (12:30 p.m.)
Mayor Alfaro called the public hearing to order concerning the proposed
designation or establishment of the Chevron Reinvestment Zone and requested that
everyone desiring to speak to Council regarding the proposed designation or
establishment of the zone sign the register at the back of the room.

Minutes of the Special Session — December 29, 1997
The City Manager said that Chevron was considering locating their plant in either
Baytown or Port Arthur. They recently asked Harris County to create the zone, but the
County will not get anything out before January 1. Chevron wants to make an
announcement shortly after January 1. There will be 800 to 1,000 construction jobs
during the peak construction period; 45 permanent jobs at the plant; and ten permanent
construction jobs.
Mr. Bill McClendon, of Chevron, said that the addition will be located north of
Interstate 10 near Sjolander where Chevron has an existing plant. In response to inquiry
from Council, Mr. McClendon said that Port Arthur has an industrial district and
Jefferson County is offering tax abatement.
Since no one registered to speak, Mayor Alfaro closed the public hearing.
Consider Proposed Ordinance No. 971229 -1 Creating the Chevron Reinvestment
Zone
Council Member Byford moved to adopt the ordinance. Council Member
Escontrias seconded the motion. The vote follows:

BAYTOWN, TEXAS, CREATING THE CHEVRON
REINVESTMENT ZONE PURSUANT TO RESOLUTION NO. 1327
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN;
MAKING VARIOUS FINDINGS AND PROVISIONS RELATED
TO THE SUBJECT; AND PROVIDING FOR THE EFFECTIVE
DATE THEREOF.
