MINUTES OF THE SPECIAL SESSION
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
October 15, 1997
The City Council of the City of Baytown, Texas, met in special session on
October 15, 1997, at 7:00 a.m., in Room 117, City Hall, 2123 Market Street, with the
following in attendance:

Council Member
Manuel Escontrias

E. Frank Hinds, Jr.
Council Member

Council Member
Scott Sheley

Pete C. Alfaro Mayor
Bobby Rountree City Manager
Ignacio Ramirez City Attorney

Absent: David Byford Council Member
The meeting was opened with a quorum present, and the following business was
conducted:
Consider Approval of Preliminary Official Statement of Sale of Four Million
Seventy Thousand and No /100 Dollars ($4,070,000)
The City Manager noted that the Preliminary Official Statement provides a
history of the City of Baytown including its financial position. The sale is scheduled for
the regular council meeting on October 23 at which time the Official Statement and other
bond documents will be approved as part of the bond ordinance. Prior to the council
meeting, plans are to hold the BAWA sale which will require a special meeting of
Council to approve the amended and restated contract for sale of treated water between
BAWA and the City of Baytown. When the contract expired in 1996, a new contract was
developed utilizing the same format as that of the City of Houston contract. The
provision whereby the City of Baytown guarantees BAWA's bonded indebtedness was
inadvertently omitted.
Council Member Hinds moved to approve the Preliminary Official Statement.
Council Member Sheley seconded the motion. The vote follows:
