annual materials contract or standard City purchasing procedures.
Consider Proposed Ordinance Authorizing the Payment to Action Target Inc. as the
Sole Source for a Pneumatic Target Control System and making other Provisions

In addition to construction and improvements of the physical facility, the project
will include obtaining and installing a pneumatic - controlled target system for the
range. This target system will provide for control of not only stationary turning
targets but "popper" and "running man" targets, which are pneumatic controlled.
This will allow enhanced training for police officers and greatly increase the ability of
the range master to control operations of the range in a safe and efficient manner.
The administration recommended approval of the ordinances. Council Member
Pruett moved for adoption of both ordinances. Council Member Hinds seconded the
motion. In response to questions from Council, the Police Chief verified that the other
agencies involved in the funds seizure would be allowed to utilize the range for
training purposes. He also verified that Sergeants Zunker and Badillo would be in
charge of coordinating this effort. He noted that the task force has constructed
facilities such as this throughout the country. Completion of the project is expected
