1994 08 29 CC Minutes, SpecialMINUTES OF THE SPECIAL SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN August 29, 1994 The City Council of the City of Baytown, Texas, met in special session on August 29, 1994, at 8:00 a.m. in the Don M. Hullum Conference Room of the Baytown City Hall with the following in attendance: Eva Benavides Council Member David Byford Council Member Manuel Escontrias Council Member E. Frank Hinds, Jr. Council Member Rolland J. Pruett Council Member Pete C. Alfaro Mayor Bobby Rountree City Manager Ignacio Ramirez City Attorney Eileen P. Hall City Clerk Absent: Stephen DonCarlos Council Member The meeting was opened with a quorum present, and Council Member Escontrias offered the invocation, after which the following business was conducted: Consider Proposed Ordinance Authorizing the U. S. Department of Defense -Joint Task Force -6 to Construct Improvements at the Baytown Police Department Firearms Range; Providing Funding for Construction Materials Related to the Improvements and Making Other Provisions Related Thereto The proposed ordinance authorizes the U. S. Department of Defense -Joint Task Force -6 to construct improvements at the Baytown Police Department Firearms Range; providing funding for construction materials related to the improvements and making other provisions related thereto. The Police Department currently has approximately One Hundred One Thousand and No /100 Dollars ($101,000.00) in a special city revenue account as a result of combined drug enforcement actions between the City of Baytown and various federal agencies. The funds in the special account are drug forfeiture funds. The U. S. Department of Defense -Joint Task Force -6 was created by the Department of Justice. Full time military personnel are included within the task force. The U. S. Marine Support Squadron of the task force has agreed to provide all the labor and construction equipment needed to do the upgrade at the firearms range. Their contribution of labor and equipment is valued in excess of Two Hundred Thousand and No /100 Dollars ($200,000.00) which is being provided at no direct cost to the City. The expenditure of an amount not to exceed Fifty Thousand and No /100 Dollars ($50,000.00) will be for purchase of building materials which are needed to do the construction /building upgrades at the Police Department Range. 940829 -2 Minutes of the Special Session - August 29, 1993 Those materials will be purchased through City of Baytown Purchasing Department's annual materials contract or standard City purchasing procedures. Consider Proposed Ordinance Authorizing the Payment to Action Target Inc. as the Sole Source for a Pneumatic Target Control System and making other Provisions Related Thereto In addition to construction and improvements of the physical facility, the project will include obtaining and installing a pneumatic - controlled target system for the range. This target system will provide for control of not only stationary turning targets but "popper" and "running man" targets, which are pneumatic controlled. This will allow enhanced training for police officers and greatly increase the ability of the range master to control operations of the range in a safe and efficient manner. The administration recommended approval of the ordinances. Council Member Pruett moved for adoption of both ordinances. Council Member Hinds seconded the motion. In response to questions from Council, the Police Chief verified that the other agencies involved in the funds seizure would be allowed to utilize the range for training purposes. He also verified that Sergeants Zunker and Badillo would be in charge of coordinating this effort. He noted that the task force has constructed facilities such as this throughout the country. Completion of the project is expected by November 15. DEPARTMENT OF DEFENSE -JOINT TASK FORCE -6 TO CONSTRUCT IMPROVEMENTS AT THE CITY OF BAYTOWN POLICE DEPARTMENT FIREARMS RANGE; AUTHORIZING PAYMENT UP TO THE AMOUNT OF FIFTY THOUSAND AND NO /100 DOLLARS ($50,000.00) FROM FORFEITED FUNDS FOR BUILDING MATERIALS RELATED TO THE IMPROVEMENTS AT THE FIREARMS RANGE; MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. 940829 -3 Minutes of the Special Session - August 29, 1993 ORDINANCE NO. 7082 AN ORDINANCE AUTHORIZING THE PAYMENT OF THE SUM OF FOURTEEN THOUSAND SIX HUNDRED NINETY -SIX AND 341100 DOLLARS ($14,696.34) TO ACTION TARGET INC. AS THE SOLE SOURCE FOR A PNEUMATIC TARGET CONTROL SYSTEM; MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
