1994 08 10 CC Minutes, SpecialMINUTES OF THE SPECIAL SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN August 10, 1994 The City Council of the City of Baytown, Texas, met in emergency session on August 10, 1994, at 3:55 p.m. in the Don M. Hullum Conference Room of the Baytown City Hall with the following in attendance: Eva Benavides Council Member David Byford Council Member Manuel Escontrias Council Member E. Frank Hinds, Jr. Council Member Stephen DonCarlos Council Member Rolland J. Pruett Council Member Pete C. Alfaro Mayor Bobby Rountree City Manager Ignacio Ramirez City Attorney Eileen P. Hall City Clerk The meeting was opened with a quorum present, after which the following business was conducted: Consider Proposed Ordinance Authorizing payment to Insituform Gulf South, Inc. The city manager explained that an eight inch sanitary sewer line behind Hillhurst had failed requiring bypass pumping. The line ranges from nine to thirteen feet deep with eight houses tied to the line. A large storage building located in the immediate vicinity of the sewer line may need to be removed to make point repairs. The City has a contract with Insituform Gulf South, Inc. to repair sanitary sewers on an emergency basis. They have examined the site and prepared an estimate of the cost to line the sewer with eight inch cured in place pipe. They have special cleaning equipment to break through obstructions and may be able to line the sewer without having to dig and perform the point repairs. However, the administration requested authorization for payment up to the sum of Sixty -Five Thousand Two Hundred Sixty -Five and No /100 Dollars ($65,265.00) in the event point repairs are necessary. The administration recommended approval of the ordinance. Council Member Byford moved for adoption of the ordinance. Council Member Escontrias seconded "' the motion. The vote follows: 930408 -2 Minutes of the Special Session - April 8, 1993 Ayes: Council Members Benavides, Byford, Escontrias, Hinds, DonCarlos, and Pruett Mayor Alfaro Nays: None ORDINANCE NO. 7055 AN ORDINANCE DECLARING THAT AN EMERGENCY SITUATION EXISTS, AUTHORIZING PAYMENT UP TO THE SUM OF SIXTY -FIVE THOUSAND TWO HUNDRED SIXTY -FIVE AND N01100 DOLLARS ($65,265.00) TO INSITUFORM GULF SOUTH, INC. FOR THE CURED -IN -PLACE SANITARY REHABILITATION CONTRACT NO. 9301 -14; MAKING OTHER PROVISIONS RELATED THERETO; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
