MINUTES OF THE SPECIAL SESSION
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
August 18, 1993
The City Council of the City of Baytown, Texas, met in special session on
August 18, 1993, at 6:00 p.m. in the Don M. Hullum Conference Room of the
Baytown City Hall with the following in attendance:

The meeting was opened with a quorum present, after which the following
business was conducted:
Consider Proposed Ordinance, Awarding Bid on Emergency Basis for Repair to Air
Conditioning System at Sterling Municipal Library
The thirty ton compressor at Sterling Municipal Library has failed, causing a
twenty ton compressor to run continuously. The City has received a bid from Roy
Blackwell, the contractor who installed the unit initially. The compressor is under
warranty; however, he must use a large crane to manage the unit, and one has been
located. The labor, crane and parts which are not associated with the warranty were
bid at a price not to exceed $3,000. In order to protect the twenty ton compressor
and to keep the books at the proper temperature, the administration recommended
award of the bid to Roy Blackwell.
Council Member Hinds moved to adopt the ordinance. Council Member
DonCarlos seconded the motion. The vote follows:

Hinds, DonCarlos and Pruett

ORDINANCE NO. 6741
AN ORDINANCE DECLARING THAT AN EMERGENCY SITUATION EXISTS,
AUTHORIZING PAYMENT UP TO THE SUM OF THREE THOUSAND AND NO /100
DOLLARS (53,000.00) TO R.A. BLACKWELL, INC. FOR THE REPAIR OF THE AIR
CONDITIONING SYSTEM AT THE STERLING MUNICIPAL LIBRARY; AND PROVIDING
FOR THE EFFECTIVE DATE THEREOF.
