1993 06 28 CC Minutes, SpecialMINUTES OF THE SPECIAL SESSION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN June 28, 1993 The City Council of the City of Baytown, Texas, met in special session on June 28, 1993, at 3:00 p.m. in the Hullum Conference Room of the Baytown City Hall with the following in attendance. Eva Benavides Manuel Escontrias E. Frank Hinds, Jr. Stephen DonCarlos Rolland J. Pruett Pete C. Alfaro Bobby Rountree Norman Dykes Ignacio Ramirez Lynda Kilgore Absent: David Byford Council Member Council Member Council Member Council Member Council Member Mayor City Manager Asst. City Manager City Attorney Deputy City Clerk Council Member The meeting was opened with a quorum present, after which the following business was conducted: Discussion of the Proposed Process and Issues Associated With Developing A Zoning Ordinance for Baytown On May 13, 1993 City Council awarded a contract to James Duncan & Associates to assist in the development of a zoning ordinance for the City of Baytown. A committee consisting of Bobby Credille, Rolland Pruett and Steve DonCarlos was formed and after interviewing several firms, the committee decided that James Duncan had the best proposal. Richard Harris, Director of Planning & Traffic, introduced James Duncan, President of James Duncan & Associates, Brian Blaesser of Rudnick & Wolfe, a real estate law firm, John Smulian of Llewelyn- Davies Sahni, an urban design architecture firm, and Eric Kelly of the Iowa State University Planning Program. This team has a very respected national reputation. Mr. James Duncan conducted the meeting which consisted of a discussion of the zoning process and how zoning could affect Baytown and also answered questions. 930628 -2 Minutes of the Special Session - June 28, 1993 Some of the items discussed were deed restrictions, alcoholic beverage establishments, vacant property and single and multi - family dwellings. In response to an inquiry about the time schedule involved, the city manager stated that we will not be ready for the May election. This will be something that council will need to decide at a future date. Mayor Alf aro summarized the meeting by stating that zoning is something that was brought to council by the citizens of Baytown. The key challenge will be to have participation up front by those opposing zoning. City Council and the administration encourage participation from everyone.
