OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
November 17, 1992
The City Council of the City of Baytown, Texas, met in special
session on Tuesday, November 17, 1992, at 4:30 p.m. in the Council
Chamber of the Baytown City Hall, 2401 Market Street, with the
following attendance:

The meeting was opened with a quorum present, after which the
following business was conducted:
Consider Proposed Ordinance Authorizing Change Order No. 2 to Contract
With Naylor Envirosystems, Inc. on Sanitary Sewer Rehab Project by
Cured -In -Place Contract
A cave in has occurred above the sanitary sewer line on Baker
Road just west of Goose Creek Drive. Public Works will do a point
repair on this line at the cave in. A portion of this line was
televised and it was found that this line has severe deterioration.
Therefore, Change Order No. 2 to the contract with Naylor
Envirosystems, Inc. is necessary to install cured in place pipe liner
on an emergency basis. The cost to rehabilitate this line will be
$30,495. The administration recommended approval of the ordinance.
Council member Swofford moved for approval of the ordinance.
Council member DonCarlos seconded the motion. The vote follows:

ALONG BAKER ROAD; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.

Hear Report to be Presented to the Texas Transportation commission on
November 24, 1992
Council member Alfaro presented a preliminary review of the
report that will be given to the Texas Transportation Commission on
November 24, 1992. After he completed the presentation he requested
questions or comments from council. Some of the points council wished
to emphasize were the increase of hazardous materials being
transported through Baytown after the opening of Fred Hartman Bridge,
and the fact that Spur 201 and Loop 330 would be used as evacuation
routes during hurricanes, including a large number from the Galveston -
Freeport area.
Council member Alfaro pointed out that one of the things he
planned to mention is the total number of people who have been killed
in the four years from 1988 through 1991 on those two thoroughfares,
which represent about 30% of all the people in fatalities, as well as
30% of all accidents in Baytown.
Council member Pruett suggested that rather than just mentioning
Baytown traffic, the report should emphasize East Harris County
traffic.
Council member DonCarlos suggested perhaps data be developed with
regard to the number of plants along the channel and if there are
figures on the number of people who work up and down the channel.
City Manageres Comments
HOTEL /MARINA CONTRACT - The city manager reminded everyone that
the official signing of the Hotel /Marina contract would be conducted
at 10:00 a.m. on Friday in the lobby of the Community Building.
OPERATION VALDEZ - Operation Valdez has moved onto Robert E. Lee
campus starting at 7:00 a.m. on Monday morning. There were 14
officers present at the school and 10 today. The officers are
assisting school administrators with enforcement of hall passes,
checking for gang clothing, monitoring restrooms and lunch hours, and
the campus.
The city manager has spoken with Superintendent Harry Griffith
about the costs since the officers will move from Robert E. Lee to
Sterling High School next week.
